ACF implements innovative and life-saving programs in the sectors of Nutrition, Food Security & Livelihoods (FSL), and Water, Sanitation, & Hygiene (WASH) through capacity building projects in collaboration with government structures. Over the past 30 years of ACF has been delivering robust operations in Uganda and has gained significant knowledge and expertise using a multi-sectoral approach to design and implement program intervention based on the context, geared towards long-term solutions to hunger both in refugee and Host communities. Since 2013, the organization has been worked in the refugee settlements of Northern and Western Uganda providing emergency response as well as long-term development interventions.

 

Job Summary:  Action Against Hunger is looking for an experienced Director of Operations to oversee the operational execution of a five-year USAID-funded Urban Health Activity in Uganda. Based in Kampala, this role requires frequent travel to project sites across Kampala, Mukono, and Wakiso. You will work closely with the Chief of Party to ensure that project activities are delivered on time, within budget, and meet high standards of quality.

 

The Director of Operations will manage all operational elements of the project, including subgrant management, coordination with local partners, and direct oversight of daily operations to ensure project goals are achieved.

 

Engagement:

You will collaborate with various stakeholders, including government officials, implementing partners, and local communities to foster effective partnerships and enhance project implementation.

 

Delivery:

Ensure that all operational components of the project are conducted according to USAID regulations and meet the goals and timelines stipulated in the grant agreement.

 

Key Duties and Responsibilities:

  • Coordinate closely with the Chief of Party to implement project activities, ensuring all deliverables are completed within the agreed timelines and budgets.
  • Oversee and support the project’s operational components, including procurement, subgrant management, and logistics.
  • Develop and update detailed annual work plans in alignment with project objectives.
  • Provide leadership and support to subgrant selection and management, ensuring compliance with USAID requirements.
  • Mentor and manage team members, fostering a collaborative work environment to achieve operational excellence.
  • Maintain strong relationships with all project stakeholders to ensure effective collaboration and project success.
  • Lead the adaptation of project strategies based on performance data and changing contextual factors.
  • Ensure high-quality, timely reporting to the donor and other stakeholders.

Supervisory Responsibilities

  • Supervise and lead a diverse team of operational staff, ensuring clear roles, responsibilities, and performance objectives.

Fiscal Responsibility

  • Oversee the financial management of operational activities, ensuring expenditures are within budget and aligned with project goals.




Qualifications, Skills and Experience:

  • Master’s degree in Management, Public Health, Development Studies, or a related field.
  • Minimum of eight to ten years of progressively responsible experience in managing operations for large, complex development programs of similar scope.
  • Extensive experience with USAID or other US government-funded projects in operational roles.
  • Demonstrated expertise in managing large teams and complex projects that include multiple stakeholders.
  • Proven ability to lead operational aspects of large health or development projects, ensuring strategic alignment with project objectives.
  • Strong capability in using data and learning to guide operational adjustments and project adaptations.
  • Demonstrated experience in managing subgrants, procurement, and logistics.
  • Excellent interpersonal skills and the ability to work effectively with diverse teams.
  • Fluent in English; proficiency in other local languages spoken in Uganda is advantageous.

 

Desirable

  • Prior experience working in Kampala, Mukono, or Wakiso.
  • Established relationships with key stakeholders in the Ugandan health sector, including government, donors, and civil society.
