The Iowa State University-Uganda Program (ISU-UP) is an International NGO registered in Uganda and is associated with the Iowa State University Center for Sustainable Rural Livelihoods (CSRL).  ISU-UP is currently operating in Kamuli district and reaching out to small and medium holder farmers. We envision developing responsible global citizens and thriving local communities that benefit from food and financial security, quality education, civic participation, social inclusion, environmental stewardship, and overall sustainable livelihoods. We strive to achieve this through focusing on use of the power of education to develop sustainable communities and responsible global citizens.

 

Key Duties and Responsibilities:

Assist the financial specialist in the following roles.

  • Provide planned technical support to the Finance Specialist
  • Assist in preparing the company’s monthly financial statements/MIS and provide analytical commentary on performances.
  • Prepare weekly payment schedule for all payments and ensure they are accurate and complete as per the internal approval policies.
  • Review transactions to make sure they are properly approved as per internal accounting best practices, recorded in line with Generally Acceptable Accounting Principles (GAAP) and documented.
  • Provide financial review for advances, purchase requests, quotation analysis, purchase orders, expense report & payment requisition.
  • Coordinate and prepare weekly and monthly cash requirements for all departments, submit, and make sure sufficient cash is available and monitor its use and accountability.
  • Ensure on the spot, weekly and monthly cash counts are being made and documented for all petty cash as per the current company policy.
  • Make sure all cash, bank and advances are reconciled with cash counts, bank statements and outstanding advances and General ledger.
  • Manage the receivable & payable, perform regular reconciliations, investigate any irregularities noted and resolve in consultation with the Finance Specialist.
  • Ensure compliance with GAAPs/IFRS/IAS, Ugandan and standard accounting practice.
  • Ensure data security of all finance data by regular monthly back-up for all staff.
  • Review and track all purchases and contracts and other commitments for the organization.
  • Participate in the preparation of the budget with all departments and ensure they are detailed as possible.
  • Implement and maintain proper document archiving systems that promote easy access to documents whenever needed.
  • Assist Finance Specialist and other departments whenever the need arises and other tasks to be assigned by the Finance Specialist.
  • Perform any other duties that may be required by management.

Strategic planning

  • Linking the HR function and strategic plan, ensuring that staff have roles tied to strategic direction of the organization.
  • Spearheads the Planning and Budgeting of the Human Resource office.

Employee benefits, engagement, support and welfare

  • Provide solutions to employee issues, act as a link between them and the management and make employees aware of their responsibilities.
  • Maintain favorable and effective relations among staff and with their supervisors through appropriate counselling.
  • Assist in designing a proper and equitable compensation, benefits and entitlement scheme for the organization.

Reporting and recruitment

  • Update, maintain and avail personnel information/records.
  • Report to the Director concerning employment, personnel policies and procedures, employee records, medical and any other issue concerning personnel.
  • Manage the recruitment and selection process of hiring new staff, service contractors and short-term volunteers that advance the organization objectives.
  • Orient and induct new staff new employees to help them adjust to their new workplace and to also offer information about their duties and responsibilities.

Compliance to statutory and organization’s policies and guidelines

  • Ensure that the Organization is operating within the statutory requirements of Uganda’s labor laws and regulations.
  • Examine current workplace policies and provide training to employees on those policies to minimize the frequency of employee complaints due to misinterpretation or misunderstanding of company policies.
  • Contribute towards the enforcement of HR policies and procedures in line with organization rules, standards and policies.

Job analysis/classification

  • Outline tasks, duties and responsibilities of each work unit to achieve certain goals and describe nature of the job like qualification, skill, work experience required for specific job position.




Qualifications, Skills, and Experience:

  • Bachelor’s degree in accounting & finance, business administration, commerce, human resource management or any other related field.
  • Strong quantitative and analytical competency.
  • Knowledge of MS Excel & PowerPoint and related data analysis tools.
  • Experience in a similar role in a reputable organization directly involved in Financial Reporting.
  • Excellent problem-solving skills.
  • Ability to work both independently and as part of a team and demonstrate integrity, independent thinking, sound judgment, and attention to detail.
  • Proven capability to communicate clearly and concisely, both written and verbal., with people at all levels in a multicultural and multidisciplinary environment.
