Job Summary: The Officer, Contracts and Supplier Relations
will develop and maintain an up to date and efficient contracts management
system and suppliers/service providers database with targets to avoid risks
relating to delayed renewal and termination and prepare analytical monthly
status reports in line with bank policy, best-practice and departmental
work.  Also, the incumbent will offer support
in managing vendor relationships and building effective supply chain
partnerships.
Key Duties and Responsibilities: 
Operational Performance:
  • Keenly review and analyze all authorized
    contract documents, purchase orders and agreements of all
    suppliers/providers/contractors prior to forwarding to Legal Division for
    implementation and signing in line with the related Bank policies, legal
    guidelines and the law.
  • Manage, administer and supervise contract
    amendments, variations and execution
  • Regularly monitor progress and ensure that
    the provisions of the contracts are complied with.
  • Ensure that all the invoices related to
    service contracts for Payment are fully verified, approved and payments
    processed
  • In charge of the preparation, monitoring and
    review of SLAs for services provided to the Bank to ensure contract
    performance and value for money is obtained
  • Work closely with stakeholders to
    comprehensively review contracts annually and evaluate performance.
  • Identify the possible risks associated with
    contracts and suggests ways to mitigate them.
  • Draft and Prepare Tender committee
    documentation in line with the Procurement Policy.
  • Follow up the implementation of Tender
    Committee/ decisions in accordance with Procurement Policy.
Cost Management:
  • Ensure value for money during the execution
    of contracts by examining onetime costs, unit costs, recurring costs,
    internal costs, and quantitative costs.
  • Evaluation of all contracts and recommending
    the avoiding of those which do not offer value for money
  • Ensure due process in procurement
  • Budget monitoring & control
  • Develop framework contracts for commonly
    purchased items
  • Ensure effective, efficient and optimal
    utilisation of all resources (human and capital) to be responsive to
    client needs and business strategies
  • Capacity management, identifying areas with
    excess or shortage in capacity and coming up with resourcing plans to
    address the gaps
Resource Utilisation:
  • Capacity management, identifying areas with

  • Ensure effective, efficient and optimal
    utilisation of all resources (human and capital) to be responsive to
    client needs and business strategies
Control:
  • Bring to the attention of management any
    contract breaches
  • Work with users and Legal to ensure contract
    execution within approved guidelines
  • Work closely with users and Legal to act as
    the link between the contractor and the Bank during the execution of the
    contract
  • Together with Risk, users and Legal,review
    all procurement specific contracts/agreements to achieve best commercial
    outcome
  • Regular review of KYV (Know Your Vendor)
    documentation to manage supplier risk
Self Development:
  • Identify appropriate formal and occupational
    (informal) training needs and courses (internal/external) to develop
    oneself
  • Up-Skill oneself regarding new products and
    procedures through attendance of workshops/presentations and reading of
    internal and external communications
Qualifications, Skills and Experience: 
  • The ideal candidate for the Stanbic Bank Officer,
    Contracts and Supplier Relations career vacancy should hold a University
    Degree in Law
  • Post Graduate Diploma in Legal Practice an
    added advantage
  • A minimum of three years in contracts, vendor
    management, procurement or supply chain related experience
  • Contract Drafting
  • Contract management and monitoring
  • Computer literacy skills
  • Strategic Procurement and supply knowledge
