focusing on development and collaboration in vulnerable regions and areas
of conflict. Cordaid is one of the biggest development cooperation
organisations from The Netherlands.  Cordaid
supports its Uganda program from its regional office based in Addis
Ababa,Ethiopia.
About Country Context:
Cordaid
in Uganda currently supports more than 8 partner organizations implementing
CMDRR projects in the northern and north-eastern part of Uganda. Four of these
are part of the Partners for Resilience alliance which is a joint programme on
resilience building by Cordaid, the Netherlands Red Cross, Care the
Netherlands, Red Cross / Red Crescent Climate Centre and Wetlands
International. In addition we support lobby & advocacy for increased
awareness and budget for DRR, climate change adaptation (CCA) and ecosystem
management and restoration (EMR).
Best practices on CMDRR are being documented for sharing and learning. Alliances
are being built with other DRR stakeholders in the country, such as NGOs, government
(national and district level), donors, UN, research institutes and private
sector.
Currently
a Programme Advisor is supporting the programme in Uganda by accompanying the
partners in their project implementation and building relations with relevant
stakeholders. The Programme Advisor works in close cooperation with the
Cordaid’s Regional Director for Eastern Africa based in Addis Ababa and the
DRR&DR team at Cordaid head office.
For the
Partners for Resilience (PfR) programme Cordaid has taken up the responsibility
of country leader, which includes the coordination of the country team and
responsibility for project cycle management. In addition Cordaid has a lead
role of the Linking and Learning agenda of the PfR programme in Uganda. The
incumbent program officer will be responsible for the overall documentation and
distilling learning for the on going PfR and other CMDRR program in the
country. In addition the documentation and learning program officer will assist
the PfR country team in the overall PfR programming in the country.
Job Summary: The Programme Officer
will be responsible for the overall documentation and distilling learning from the
ongoing PfR and other CMDRR programmes in the country. In addition the Programme
Officer will assist the PfR Uganda country team in the overall PfR programme
management.
Key Duties and
Responsibilities:
1. Support identification and documentation of good practices from the
ongoing PfR projects and other CMDRR projects supported by Cordaid
:
  • Assess or review the PfR learning agenda set for
    2013-2015 and guide Cordaid implementing partners and alliance members in
    documenting good practices and lessons learnt. 
  • Assess appropriateness and adequateness of the PfR
    progress tracking or monitoring tool (PfR monitoring protocol) for
    facilitating or assisting partner organisations’ tracking the PfR
    intervention outcomes and impact and programme learning.
  • Guide and advise the country team on adjustments
    for improvement.
  • Design good practices documentation tools or
    framework for capturing significant change stories and take the lead for
    guiding the good practices documentation at Cordaid partners’ level.
  • Support alliance partners in the documentation
    process as well.
  • Lead, coordinate and technically advise on tools,
    templates, documentation style or approach for documentation of good
    practices with the view that documented stories would be shared and
    influence different stakeholders’ policy and practices. This includes
    designing templates that suites for donors, technical organizations,
    policy makers, similar partner organizations, etc makers.
  • Assist the good practices sharing and Cordaid
    organizational visibility to grow among the wider actors in the country.
  • In collaboration with Cordaid DRR adviser and PfR
    alliance partners take the lead for organizing PfR country learning
    workshop. This includes responsible for workshop design, facilitation and
    documentation of the workshop proceeding.
2. Support the PfR country program in overall programme coordination:
  • The country team has regular meetings with the
    country team to discuss progress on implementation, lobby, linking &
    learning and monitoring & evaluation. The Programme Officer is
    responsible for documenting the PfR regular meeting outputs and will share
    with the country team for effective coordination.
  • Assist the country lead in PfR overall
    coordination, annual planning, communication, reporting and representation.
    The Programme Officer is responsible for any other tasks as part of Cordaid’s
    country leadership of the PfR programme in coordination with the Cordaid
    DRR Advisor for Uganda and the DRR&DP Programme Officer at Cordaid
    Head office.
  • Specifically, the Program Officer will review and
    consolidate the PfR progress monitoring indicators from the Cordaid and
    alliance partners’ reports in collaboration with the PfR M&E thematic
    lead (Uganda Red Cross Society).
Qualifications, Skills and Experience: 
  • The prospective Cordaid employee should possess a degree
    in development studies, social sciences, natural resource management, or
    other subject related to international development cooperation.
  • Demonstrated experience in promoting organizational
    experience documentation and fostering learning in similar contexts.
  • Experience in participatory research tools and
    other qualitative and quantitative data analyses methodologies. 
  • Proven experience in development and implementation
    of learning trajectories based on project experiences.
  • Experience with the CMDRR approach, climate change
    adaptation and ecosystems management and restoration.
  • Proven experience in working with partner
    organisations on project cycle management.
  • Knowledge of and experience in project planning,
    implementation and monitoring & evaluation.
  • Good computer literacy skills (Word, Excell,
    Access)
  • Good social and communication skills
  • Language proficiency i.e. Fluency in English
