Founded more than 40 years ago by the leaders of the U.S. courts to deliver on the promise of Equal Justice Under Law, NCSC partners with donor agencies, host-country governments, and non-governmental organizations to create more effective justice institutions and promote the Rule of Law.
The International Programs Division of the National Center for State Courts (NCSC) is seeking expressions of interest from qualified candidates to lead USAID’s five-year Supporting Access to Justice, Fostering Equity & Peace (SAFE) Program in Uganda. This is an existing vacancy requiring near-term availability. The SAFE Program seeks to strengthen formal and informal land dispute resolution systems; improve paralegal services; and prevent or transform emerging conflict affecting communities throughout Uganda.
Job Summary: The Chief of Party should have demonstrated experience managing complex international development programs including Conflict Prevention, Reconciliation, Access to Justice, Land Rights, and Legal Empowerment programs. Experience in Sub-Saharan Africa/Great Lakes region is strongly preferred.
Qualifications, Skills & Experience:
  • An advanced degree in relevant fields such as Law, Conflict Resolution/Mitigation, Public Administration, International Relations, or Political Science.
  • Demonstrated ability to lead diverse teams and to maintain productive working relationships with host-country counterparts and donor representatives in a highly collaborative environment.
  • Demonstrated experience with technical and administrative oversight of grant-making initiatives.
  • In-depth understanding of work planning, implementation scheduling, monitoring and evaluation, and reporting.
  • Diplomatic demeanor; problem-solving skills; creativity; and flexibility needed to perform effectively under time constraints.
