wounded, refugees, civilians, prisoners and other non-combatants.
Job Summary: The Beneficiary
Communication Officer /will be responsible to work hand in hand with the
Operations Manager Yumbe Refugee Operation and the PR & Communication
Coordinator to deliver the communication, community engagement and
accountability activities laid out in program agreement.
Key Duties and
Responsibilities:  
  • Support URCS to do a comprehensive mapping
    of the communications landscape, in Yumbe. The aim is to map the most used
    and trusted channel of communication to communicate to and engage people
    and communities;
  • The incumbent will assess the situation
    and gather data related to the socio-cultural context, information needs
    and map existing partners active on the ground;
  • Take lead in the development of a
    communication and community engagement strategy, including a strong
    behaviour change communication component, with well-defined activities ;
  • Work closely with the National Society to
    roll out the communication, engagement and accountability plan, ensuring
    ownership in the project;
  • Support emergency health teams in
    increasing their reach and impact through the use of innovative tools and
    channels, such as social media, mobile cinema and radio chat shows that
    provide timely, accurate and engaging information to communities;
  • Support the operations of Uganda Red Cross
    Society to increase levels of Accountability to Beneficiaries within the
    emergency operation and its programmes through establishing feedback
    mechanisms and training frontline volunteers to improve their
    communication and complaint handling skills;
  • Build the capacity of Beneficiaries to
    integrate Best Practices into their ways of working through providing them
    with the skills and knowledge to launch and manage CEA tools and
    approaches;
  • Coordinate with other agencies working
    URCS related communication, engagement and behavior change communication
    initiatives and join coordination mechanism, seeking out opportunities for
    collaboration.
  • Support in achieving the URCS
    communication strategy through documentation of promising best practices
    and most significant change stories.
  • Coordinate the process of identifying,
    documentation and dissemination of most significant change stories, and
    promising best practices
  • Support field teams in integrating
    documentation and communication to effectively draw lessons and change
    stories
  • Support communications in sourcing for
    marketing/fundraising materials in form of stories, photographs and
    videos.
  • Support in promoting URCS brand and
    visibility
Qualifications, Skills and
Experience: 
          
  • The Uganda Red Cross Society (URCS)
    Beneficiary Communications Officer should hold a Bachelor’s Degree in
    Communication, Public Relations, SWASA or Sociology
  • Possession of Post Graduate training and
    or experience in community relations, Health Communication will be an
    added advantage
  • At least three years’ experience in behavior
    change communication, risk communication, social mobilization, community
    engagement, accountability to beneficiaries, community media.
  • Extensive knowledge of community
    engagement/beneficiary communication, including accountability to
    beneficiary standards and behavior change communication theories
  • Knowledge about communication
    interventions under emergency situations, in complex and delicate
    situations, an asset
  • Good understanding of challenges related
    to public health emergencies
  • Broad knowledge and understanding of
    health, disaster management and climate change issues
  • Sensitivity to challenging political
    contexts and understanding of risk management processes
  • Impeccable level of integrity
  • Advanced analytical skills and able to
    capture learning and use it to make improvements in programming
  • Ability to multi task and work under
    pressure
  • Excellent verbal and written skills
  • Ability to negotiate with internal and
    external partners and develop relationships with key stakeholders
  • Team player, self-motivated and proactive
    on own initiative to set and achieve goals
  • Highly motivated, self-starter able to
    lead a process, engage others and create ownership.
