Job Title:  Human Resource Officer (Fresher Jobs)

Duty Station:  Mbale, Uganda

Reports to: Human Resource Manager

 

About US:

CURE Children’s Hospital of Uganda is a specialized children’s neurosurgery hospital in Uganda. It is a private hospital, owned and operated by CURE International. The hospital is also a teaching center in pediatric neurosurgery for Sub-Saharan Africa.

 

Job Summary:  The Human Resource Officer will provide support to the HR function of the hospital to ensure that the management and development of CCHU co-workers runs smoothly.

 

Key Duties and Responsibilities:

Recruitment function

  • Participate in the recruitment process for all vacant positions as per the recruitment policy.

Orientation function

  • Ensure that orientation for new co-workers is done in a timely manner.
  • Develop a schedule/program for the orientation process.

Participate in Co-worker development strategies.

  • Ensure that the training calendar is developed as per the fiscal year.
  • Liaise with heads of department to develop a department training plan.
  • Assists in arranging in-house and external training activities for co-workers.
  • Keeps self-updated on the new developments in HR management including but not limited to labor laws and hospital policies.
  • Represents Human Resource at meetings as required.
  • Coordination of staff trainings.

Internship program function      

  • Participates in the student internship onboarding process as per the hospital arrangement.

Departmental scheduling Function

  • Ensure that all heads of department have submitted their department schedules as required.

Payroll preparation Function.

  • Monitor Time and Attendance of Employees.
  • Reconciles employee leave with the attendance on a monthly basis in liaison with the Heads of departments.
  • Provide monthly punctuality reports for departments.

Leave Management Function     

  • Update leave records as per the system in place.
  • Ensure that all co-workers different forms of leave taken are tracked.
  • Ensure that all leave information is in custody of the HR office.

Performance management function         

  • Ensure that performance evaluations are ready as per the hospital policy
  • Ensure that returned performance appraisals are duly received in HR office.
  • Ensure that returned evaluation forms are filled properly before acknowledgement of receipt.
  • Ensure that completed evaluations are disbursed as guided.

Staff welfare Function

  • Participation in the activities that concern staff wellbeing as per the Human Resource Personnel and Policy Procedures.

Personnel file audit function

  • Ensure that all the personnel files have the required documents.
  • HR information kept confidential.

Participation in meetings           

  • Attend meetings and take minutes and follow up on action points.

Manage the Front Desk as scheduled.

  • Receive/make incoming/outgoing calls.
  • Receive and provide guidance to visitors.
  • Makes photocopies, faxes documents and performs other clerical functions.
  • Ensure that there is an updated phone directory for all co-workers.

On boarding function    

  • Participate in the on-boarding process of all new co-workers.

Exit of co-workers         

  • Manage the exit of co-workers as per the Human Resource Personnel and Procedures Policy.

Occupational Health & Safety function   

  • To work in such a way that does not cause injury to yourself, other co-workers or patients.
  • Following & complying with H&S policies, processes & applying them to your own work activities, including using/wearing Personal Protective Equipment as required.
  • Participating in activities directed at preventing harm & promoting well-being in the workplace Identifying, reporting & self-managing hazards where appropriate.
  • Early and accurate reporting of incidents at work and raising issues of concern when identified.

Practicing license monitoring   

  • Ensure that all medical workers have current practicing licenses.

Spiritual Ministry             

  • Participates in the hospital’s Spiritual Ministry programs.

Qualifications, Skills and Experience:

  • The applicant must hold a First degree in Human Resource Management or any other related field.
  • One year of experience in Human Resource office and front desk management.
  • Computer knowledge in basic Ms Office, HRIS, e-mail and internet
  • Exposure to Human Resource Information systems
  • Experience and/or knowledge of the operations of NGO
  • Problem solving—identify and resolve problems in a timely manner and gather and analyze information skillfully.
  • Interpersonal Skills—maintain confidentiality, remain open to others’ ideas and exhibit willingness to try new things.
  • Oral communication—speak clearly and persuasively in positive or negative situations, demonstrates group presentation skills and conduct meetings.
  • Written Communication—edit work for spelling and grammar, present numerical data effectively and able to read and interpret written information.
  • Planning/organizing—prioritize and plan work activities, uses time efficiently and develop realistic action plans.
  • Quality control—demonstrate accuracy and thoroughness and monitors own work to ensure quality.
  • Adaptability— adapts to changes in the work environment, manages competing demands and is able to deal with frequent change, delays or unexpected events.
  • Dependability— consistently at work and on time, follows instructions, responds to management direction and solicits feedback to improve performance.
  • Safety and security—actively promotes and personally observe safety and security procedures and use equipment and materials properly.
  • This position is full-time fixed-term renewable and based in Mbale.
