UGAFODE Microfinance Limited (MDI) is a registered financial institution in Uganda and is adherent to the Central Bank’s regulations and guidelines and was founded in 1994 to provide quality microfinance services.

 

Job Summary: Responsible for managing UGAFODE’s purchasing processes for goods/services i.e. processing procurement requests, supplier selection, order evaluation, facilitation of approvals by the Procurement Committee, services’ evaluation and disposals. Also planning and coordination of institution’s administrative procedures related to workplaces, working conditions and safety of property and staff in compliance with labour laws, security; safety and banking best practices.

 

Key Duties and Responsibilities:

  • Responsible for the development and or review of the Administration & Procurement departmental work plan and ensures that all set activities are implemented as planned.
  • Manages feedback regarding internal &external service provision to ensure compliance to SLAs as well as building sustainable relationships with all service stakeholders to secure critical customer relationships and benefits arising thereof.
  • Implements UGAFODE’s procurement system, policies and procedures and initiate reviews where necessary, benchmark new processes, approaches, and technology that will continually drive improvements in performance and business results.
  • Manages the implementation of early sourcing involvement in the project life cycle to better influence strategy i.e. COPEX activities and sourcing strategies, market approach, negotiating “best in class” commercial solutions that are aligned to business drivers or delivering specified components thereof in compliance with set standards.
  • Review all requisitions to ensure that purchases are made within the various cost centers’ set capital and Operational expenditure budgets / procedures.
  • Continuously reviews and updates UGAFODE supplier pre-qualification processes and where applicable, negotiate offers from only pre-qualified suppliers based on the Procurement Policy in a timely manner and at the lowest total cost of ownership without compromising quality.
  • Ensures adequate provision of administrative services and manage bank stock-in and stock-out processes of essentials whilst ensuring safety and records.
  • Manages the provision of furniture, office equipment to all UGAFODE offices, and ensuring engraving of company assets throughout the network. Maintenance of an inventory system of the company’s assets, and taking insurance of all the company’s assets.
  • Takes full responsibility for performance management of all direct reports, focusing on all aspects of sound people management e.g. Recruitment, Development, Performance Management, Remuneration and Rewards, Career path planning, On-the-job training, coaching & mentoring and employee engagement.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s Degree in Procurement or Business Degree; CIPS or equivalent Procurement professional qualification.
  • At least four years’ work experience in Procurement processes, Administration, Contracts, Supply chain and Inventory management.
  • Intermediate skills in personal computer operation, word processing and spreadsheet software programs.
  • Extensive strategic purchasing and supply knowledge.
  • Excellent interpersonal skills, honesty, integrity and confidentiality.
  • Excellent communication skills and customer care.
  • Solution-focused, flexible thinker with a strong “can do” attitude.
  • Able to influence, negotiate and engage diversity.
