About US:

The AIDS Support Organization (TASO Uganda), was founded to contribute to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. TASO was given a 5-year Transition Award by USAID (Cooperative Agreement: #72061720CA00014) effective August 12, 2020 ending August 11, 2025, to implement the USAID Local Partner Health Services-Ankole Project

(USAID LPS-Ankole) in the 12 districts of Ankole sub-region, South Western Uganda.

 

About USAID Project:

USAID expanded the TASO-Ankole implementing mechanism to the 8 districts in Acholi sub-region effective October 1, 2021, starting with Pader district effective July 1, 2021. The Ankole and Acholi sub-regions of South Western and Northern Uganda, respectively consist of 20 USAID-supported districts including: – Buhweju, Bushenyi, Ibanda, Isingiro, Kazo, Kiruhura, Mbarara, Mitooma, Ntungamo, Rubirizi, Rwampara and Sheema in Ankole Sub-Region; Agago, Amuru, Gulu, Kitgum, Lamwo, Nwoya, Omoro and Pader in Acholi sub-region; as well as their Cities and Municipalities.

 

Job Summary: To take charge of the M&E systems and data management at the Cluster Office and ensure effective provision of M&E services, management and utilization of resources.

 

Key Duties and Responsibilities:

  • Prepare periodic work plans and budgets for the delivery of Monitoring Evaluation and Learning data management services
  • Make regular data backups
  • Ensure proper usage and maintenance of ICT equipment at the cluster
  • Technically advise centre management on proper and effective management of data and ICT equipment
  • Coordinate activities and ensure availability of logistical support to the MEL Systems in the department
  • Supervise entry of service data at all levels
  • Offer technical support and training to data collectors and other end-users
  • Carry out routine data cleaning, validation, analysis and reporting
  • Liaise with the relevant offices for effective and prompt maintenance, repair and servicing of ICT equipment
  • Carry out database administration
  • Make monthly submission of raw
  • Prepare and submit periodic reports on the information and data management activities of the service center
  • Select, manage and acquire information (both hard copy and electronic) to meet an organization’s current and anticipated needs
  • Conduct information and systems audits
  • Develop and manage electronic resources using, for example, online databases and content management systems
  • Develop and manage internal information resources and networks
  • Oversee the implementation of newly developed MEL systems at center
  • Provide training and advice to colleagues and sometimes clients on the use of electronic information services
  • Provide overall supervision for the departmental staff
  • Do inhouse or other available trainings of surbodinates and other staff in building effective MEL systems
  • Participate in making or revising job descriptions of surbodinates whenever necessary
  • Analyse and discuss findings based on regular monitoring data
  • Provide technical support on MEL and evidence-based recommendations to the relevant Project Managers.
  • Ensure that implementation of field activities adheres to TASO’s monitoring and evaluation system
  • Support the centre in designing and disseminating research studies by providing relevant input
  • Share learning from MEL process with the wider team
  • Proactively participate in various program activities
  • Promote dissemination of lessons and knowledge sharing
  • Participate in Research activities at the project
  • Ensure health, safety, and security in your area of operation
  • Promote the vision, mission and the values of TASO as expressed in the policies, regulations & guidelines of the Organisation.
  • Any other duty assigned by the Immediate supervisor




Qualifications, Skills and Experience:

  • The ideal applicant must hold a Degree in Statistics, Quantitative Economics or Computer Science
  • At least four years in data management preferably in health-related position
