The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well-supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is administered by the United Nations Development Programme (UNDP) and reports to the UNDP/UNFPA/UNOPS Executive Board.

 

Context

The United Nations Uganda’s Vision 2030 – “A Transformed Inclusive Ugandan Society Where People Have Improved Quality of Life and Resilience for Sustainable Development” – is linked to Uganda’s National Vision 2040. In accordance with the UN Reform agenda, the United Nations Sustainable Development Cooperation Framework for Uganda (2021-2025) was developed with the SDGs at its core and was informed by Uganda’s Third National Development Plan (NDP III) and the UNCT COVID-19 Socio-Economic Impact Analysis. With the new Cooperation Framework, the UN Country Team for Uganda includes a total of 29 UN entities committed to support the implementation of the SDGs.

 

The Cooperation Framework will be implemented and coordinated through three foras; Strategic Fora (CF Strategic Priority Groups, co-chaired by Head of Agencies), Enabling Fora (UN Deputies Team, SMT, OMT, UN Communications and Partnerships Group, Human Rights and Gender Advisory Group), and Grassroots Fora (UN Area Coordination Teams).

 

The UNSDCF Strategic Priorities are interrelated and multi-sectoral, thus embodying the nexus of change. The United Nations system support to Uganda under the Cooperation Framework will be offered in an integrated and coordinated manner to ensure that progress in one area will require or contribute to progress in other priority areas.

 

Bridging the humanitarian-development-peace nexus is essential to mitigating the impacts of crises and reducing the probability of future occurrences. Positive and collaborative partner-ships centred on innovative thinking that look beyond shock-driven responses towards ad-dressing underlying vulnerabilities and engendering resilience will be sought. Building on the complementarity between emergency preparedness and response, development, and peace building efforts, the Cooperation Framework prioritizes the prevention and mitigation of shocks caused by various factors including political crises, natural disasters and climate change.

 

Key Duties and Responsibilities:

Under the direct supervision of RCO Team Leader, Head of Office, the UN Volunteer will support the RC/UNCT, RCO, and Uganda Multi-Partner Trust Fund among others in providing support in coordinating to promote nexus agenda as well as overall Sustainable Development agenda and human security in the following areas:

  • Contributions towards primary research and analysis
  • Coordination at technical level across the UNCT focusing on the humanitarian, development and peace nexus agenda
  • Documentation and analysis of best practices and lessons learned
  • Development of relevant tools to support the nexus
  • Information management
  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with national staff or (non-) governmental counterparts, including Implementing Partners (IPs)
  • Needs assessments, data set and analysis
  • Monitoring and Reporting
  • Other tasks as required

 




Results/Expected Outputs

As an active RCO Uganda team member the IUNV will ensure efficient, timely, responsive, client-friendly and high-quality support rendered to UN system in Uganda.

Contributes inputs into the preparation and facilitation of the development and implementation of the various components of the HDP Nexus strategy in Uganda focusing on achievement of the following results:

  • Support the RCO by attending meetings, compiling materials, and assisting in the preparation of policy documents, as requested. Including maintaining minutes and records of action points from key stakeholder meetings.
  • Support the coverage of the various HDP Nexus task-forces (Government, UN, multi-lateral development banks, bilateral donors, and NGOs) with a view of building multi-stakeholder synergies and joint initiatives. Participate, record and follow-up discussions and recommendations of the various Task Forces.
  • Participate, record and follow-up discussions and recommendations of the Nexus Pilots.
  • Support the preparation of all relevant outreach and communication material, including relevant research/analysis required to produce communication products.
  • Support office corporate reporting requirements as needed
  • Provide as needed support to the emergency and DRR working groups as required for, amongst others, high level meetings, conferences and perform other functions and duties as reasonably could be expected to support Humanitarian Development Peace Nexus agenda in Uganda.

Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Identification and synthesis of best practices and lessons learned directly linked to Nexus activities.
  • Keeps updated on Nexus tools and policies, supports their utilization and shares knowledge in the relevant Nexus fora.
  • Researches, maps and scans in country opportunities and shares findings regularly with RCO
  • Contributions to knowledge networks and communities of practice.
  • Contribute to the analysis, mapping and knowledge management of interventions and tools relevant to the Nexus process in Uganda.

Support Information management mechanism and M&E:

  • Presented, developed, and implemented the strategic plan for humanitarian and development information management within the UNCT;
  • Researched, developed, and implemented new services that can improve efficiency of the UNCT through the use of information systems;
  • Supported inter-sector coordination mechanism for information management related is-sues;
  • In collaboration with agencies and partners, collected, consolidated, cleaned, processed and produced 4W matrix, summary tables and visuals on UNCT members and Government interventions at field level.
  • Collected, consolidated and prepared information for national and regional reporting on people assisted and people in need.
  • Provided inset maps and graphs, supported data analysis, and provided figures to the situation reports;
  • Provided maps, graphs and other relevant material for reporting to donors (CERF, UN Emergency Appeal, SDGs, etc.)
  • Facilitated staff’s ability (UN and NGOs) to use existing technology in collaboration with OCHA (GIS in humanitarian settings, 4Ws etc.) to ensure high quality information on emergency needs, response and monitoring.

Support the Multi-Partner Trust Fund

  • Provided secretariat support to the Uganda Multi-Partner Trust Fund (MPTF) through inter agency coordination with focal points as well as communication with the headquarters;
  • Developed periodic reports to the headquarters and donors on the progress of the implementation of projects under the MPTF.





Qualifications, Skills and Experience:

  • The ideal applicant must a Bachelor degree or equivalent in Social Sciences, Development Studies, Humanitarian Action, International Relations, Political Sciences or related field
  • At least three years of experience in Experience in development or humanitarian work, programme management, coordination of strategic processes and/or policy-level analysis
  • Development programmes
  • Driving license
  • Must be fluent English
