orphans and vulnerable children (OVC) and families affected by HIV and poverty.
Rooted at the grassroots level, WEI/Bantwana builds the capacity of
communities, civil society and governments to coordinate and deliver integrated
comprehensive services for vulnerable children and families while strengthening
structures and service delivery across the HIV continuum of care.

 

About USAID ICYD Project:

The USAID Integrated
Child and Youth Development Activity (USAID ICYD Activity) aims to improve
learning outcomes, advance HIV epidemic control in Uganda, and ensure that
children and youth have the opportunity to lead resilient, healthy and
productive lives. The USAID ICYD Activity will deliver critical
HIV/GBV/violence prevention and response services to children and youth and
their families in communities, clinics, and schools. Within USAID’s Journey to
Self-Reliance Framework, USAID ICYD Activity will build the operational and
technical capacity of four Ugandan Primary Local Partner (PLP) organizations to
become direct recipients of USG funding within two years while strengthening
government capacity to deliver core services to children within an integrated
referral network and case management system. WEI/Bantwana is a leader in OVC
programming and organizational capacity development in high HIV prevalence
countries in southern and eastern Africa.

 

Job Summary:  The Economic
Strengthening Manager supports and manages the technical implementation of the
household economic strengthening (HES) across the four zones and 38 districts
of the USAID ICYD Activity national program. The Manager will lead the ES
capacity development of the 4 PLP partners working closely with other technical
leads to ensure an integrated service delivery approach. The Manager will
provide technical support to translate household economic strengthening plans
into activities, outputs, outcomes that ensure children and families are thriving
and resilient. The Manager will operate out of the national Kampala office and
work with zonal teams. Specific responsibilities are as follows:

 

Key Duties and Responsibilities:  

·       
Lead the
development of tailored economic strengthening packages for beneficiary
adolescents and families

·       
Recommend
and support refinement of training materials, ES assessments, and processes to
measure progress along the economic strengthening pathway aligned with
Graduation benchmarks

·       
Provide
technical oversight for the implementation of all economic strengthening
activities with zonal teams and PLPs

·       
Support
development of technical capacity development activities/supports in tandem
with the technical teams and institutional development team

·       
Monitor
implementation fidelity of economic strengthening models in PLPs

·       
Monitor
all technical support in livelihood interventions, provided by technical
experts to partner organizations

·       
Analyze
and monitor trends, opportunities and challenges related to market linkages and
economic strengthening to continuously refine and improve intervention
strategies

·       
Serve as
liaison and maintain good relations with the economic strengthening relevant
government ministries and technical partners

·       
Collaborate
with the Economic Growth section of USAID and for synergies across their sector
programs

·       
Supervise
and manage economic strengthening subcontracting agencies and technical
consultancies

·       
Contribute
to documentation of project activities and achievements related to economic
strengthening

·       
Support
zonal teams to conduct site visits and spot checks to district activity
locations to monitor implementation of economic strengthening activities

·       
Liaise
with the M&E team in tracking and reporting related targets

·       
Compile
quarterly and annual progress reports and develops other strategic
documentation

·       
Keep
abreast with, integrate or document emerging best practices in market linkages
and economic strengthening for vulnerable households and AGYW

·       
Network
and represent the project at various forums/stakeholders meetings

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold an advanced degree in a Social Science, Economics or
first degree plus a minimum of 5 years relevant working experience

·       
Substantial
experience in stakeholder engagement with government, donors, civil society at
senior levels of authority

·       
In-depth
knowledge of positive youth development, adult and adolescent learning, and
workforce development

·       
At least
five years’ experience in working with vulnerable young people in economic
strengthening initiatives, in areas such as small-scale crop and livestock
production, value-chain development, business development, entrepreneurship,
financial services

·       
Experience
working under PEPFAR/USAID ES programming preferred

·       
Familiarity
with SAVIX management systems and comfortable with analyzing data

·       
Working
knowledge of excel and/or other data analysis programs

·       
Excellent
interpersonal and written communication skills

·       
Ability
to work independently, take initiative and leadership
