About USAID RHITES-N Project:
With the RHITES-N
Acholi Project (Regional Health Integration to Enhance Services in Northern
Uganda – Acholi), USAID will continue its support of the Government of Uganda’s
(GOU) efforts to improve access to and use of health services in the country’s
post-conflict northern region. RHITES-N Acholi Project activities will build on
USAID investments and national advances to increase access to and use of
high-quality integrated services that accelerate the ability and capacity to
respond to the specific health needs of residents in the Acholi sub-region,
leveraging the URC-ASSIST project successes.
Job Summary:   The Monitoring and Evaluation Advisor is
responsible for effectively planning, implementing and managing Monitoring and
evaluation activities of the different public health interventions that are
implemented by the RHITES N Acholi Activity. 
Will support daily implementation of monitoring work including work
planning, tracking progress towards objectives, development of data collection
instruments an, on-site research and data collection, programmatic reports
compilation, developing/conducting presentations of findings, and liaising with
stakeholders on technical matters.
Key Duties and Responsibilities: 
Strategic
Information, Monitoring and Evaluation Responsibilities
  • Working in collaboration with the MEL
    Director, the M&E Advisor will;
  • Take leadership in the management of
    community data.
  • Support the implementation of the
    project performance-monitoring plan-ensuring adherence to the donor’s
    M&E guidelines throughout the project.
  • Support the design and implementation of
    project baselines, evaluations and other researches in partnership with
    technical staff.
  • Perform data analyses; generate reports
    of findings, and visualizations to contribute to reporting requirements
    and project communications products.
  • Support in preparing monthly, quarterly,
    semiannual and annual programmatic performance reports and their
    submission in the stipulated deadlines
  • Ensure all M&E relevant data and
    reports are entered into the various donors’ reporting systems
  • Oversee data quality work and related
    M&E strengthening within USAID ASSIST Project including routine data
    quality assessments (RDQAs) and validations
  • Design, share, manage and troubleshoot
    databases used by the different technical officers
  • Oversee the development and
    dissemination of tools for data collection, storage, and analysis.
Capacity Building
  • Build the capacity of the project staff,
    program partners and other stakeholders to analyze data and advocate for
    quality data use for evidence-based programming with special focus on
    community data.
  • Provide technical support to technical
    officers and other stakeholders at all program intervention levels in the
    use of health data and information
  • Supervision
  • Support the MEL Director in managing the
    project M&E team including delegation of work, supervision and
    leadership.
Collaboration and
Communication Responsibilities:
  • Regularly communicate progress against
    targets to project staff.
  • Where required represent the project in
    technical, policy and planning forums with the funders, MOH  and other key stakeholders.
  • Participate actively in technical
    working groups around M&E
  • Other duties
  • Provide as-requested data and reports in
    a timely manner.
  • Support the coordination and an execution
    of events in the department such as, organization project learning by
    developing, collecting and dissemination relevant information on
    monitoring, evaluation and research
  • Perform other duties as assigned.

Qualifications, Skills and Experience: 
  • The applicant for the USAID Project
    Monitoring and Evaluation Advisor job must hold a Bachelor’s degree in a
    relevant field required, Master’s degree
  • At least seven years of relevant work
    experience
  • Expertise in qualitative and
    quantitative research and evaluation methodologies
  • Knowledge of current M&E, impact
    evaluation assessment trends, methodologies, and resources
  • Excellent verbal and written
    communications skills
  • Experience with data collection methods
    and management of information systems
  • Knowledge of web site applications,
    Microsoft Office, as well as data analysis software (e.g. STATA, SPSS, EPI
    INFO, etc.)
  • Familiarity with the various government
    led reporting and data collection system
  • Ability to work under pressure and meet
    tight deadline
  • Familiarity working with and on USAID
    projects
