Job Summary:
The Response Security Coordinator will support World Vision Uganda West Nile
Refugee Response Director in ensuring that effective security policies, systems
and measures for the Response programs are both appropriately planned for,
implemented and addressed within the national and Response context. Lead in the
optimization of organizational security and the mitigation of operational risks
for ministry effectiveness by establishing security systems and mechanisms for
institutionalizing an organizational culture and practice of safety and
security.
Key Duties and Responsibilities: 
Planning
  • Ensure Security Risk Assessments, Context Risk Ratings and Core Security
    Requirement standards, processes and procedures are completed in
    accordance with the current OCS guidelines and training.
  • Ensure programme and projects budgets for core security requirements
    and provide relevant technical security advice in the development and
    implementation of projects in the Response Region
Security
Operations:
  • Work with the Response Director, Regional Security Director and
    Country Security Manager to carry out Security Risk Assessments as
    required/directed.
  • Context Risk Ratings are established and updated as required
  • Provide input and support to management in crisis situations and
    critical incidents
  • Carry out security investigations when required.
Networking and
External Liaison/Engagement
  • Represent WV at local NGO security network meetings and ensure
    information from these groups is disseminated to relevant staff.
  • Build ongoing networks for sharing security information and
    coordination.
Capacity Building
and Technical Training
  • Coordinate the assessment, development and implementation of the
    Response capacity building plan for security management based on local
    security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff
    compliance.
Reporting and
Documentation:
  • Prepare a regular security report to the Response Director, Regional
    Office EARO, National Office and Office of Corporate Security.
  • Ensure that all security incidents are reported in accordance with
    WV Security Policy.
  • Conduct performance reviews of the field-based Security
    Assistants/Focal persons
  • Collect, analyze and disseminate security information appropriately.

Qualifications, Skills and Experience:
  • The ideal candidate for the World Vision Response Security
    Coordinator career opportunity must hold a Bachelor’s degree, or
    equivalent experience.
  • Police/Law Enforcement Training
  • Other: Military Training
  • No previous criminal record or convictions
  • Confirmation of employment as Security Coordinator is contingent on
    passing the HEAT training course within 90 days of employment (probation
    period) and United Nations Certification in Criminal Investigations.
  • At least three (3) years’ experience in a proven security field
    (INGO sectors and Emergency Response).
  • At least two years’ experience working with UN Agency / INGO plus
    field security experience.
  • Radio and/or Satellite phone communications experience, operations
    and management
  • Demonstrated experience in designing and delivering training.
  • Demonstrated ability to work effectively under pressure
    (particularly in a crisis situation)
  • Ability to communicate well in English (verbal and written)
    particularly in a crisis situation
  • First Aid qualified majoring in CPR
  • Computer literate (Word, Excel, PowerPoint)
  • Practical knowledge of tools, mechanisms and procedures for personal
    and organizational security.
  • Professional – behave in professional manner at all times and
    demonstrate ability to represent the organization well at interagency UN
    security meetings
  • Demonstrated personal values, attitudes and behaviors that are
    consistent with World
