About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Project
Performance Management & Operations Research Advisor will provide overall
oversight, guidance, coordination and monitoring/tracking of wide range of
project deliverables to various clients, including USAID, district local
governments and beneficiary clients and communities and on routine basis advise
the project senior management team on progress and needs for corrective
actions, remedies or change in strategy as may be appropriate. He/she will also
coordinate, provide support, direction and assistance to project teams in the
conduct of operational research studies; support statistical analysis,
coordinate research ethics approval and coordinate publication of articles in
peer review journals.
Key Duties and Responsibilities:
Project performance management:
·        
On a continuous basis, study the program
description and develop and track performance progress a matrix of deliverables
dues to various project clients – donor, government and beneficiaries
·        
Develop and effect utilization of a tool for
tracking performance of the project across all its dimensions, and on a routine
basis update the project senior management team on the progress to date, areas
of focus and solutions to ensure that all result areas are given the attention
and inputs required
·        
On a routine basis, work with the M, E&L
team to ensure periodic (weekly, monthly, quarterly and annually) review of Key
Performance Indicators for different project focus areas, paying attention to
USAID requirements at various points in time as the project implementation and
life-cycle evolves.
·        
Work with M&E&L Advisor and his team to
design and utilize various performance monitoring dashboards for “in-house” used
to facilitate the project management and implementation teams to keep abreast
of progress of project performance
·        
Guide project COP and senior management team on
trends for various performance indicators, as well schedules for project
deliverables as per prescribed timelines
·        
Support development of workplans and project
performance reports, including presentations on to various audiences
·        
Track district-level and facility-level
performance through DPOs, Cluster teams, M&E team and the various focus
area TAs
Operational Research:
·        
Work very closely and with guidance from the
M&E&L team leader to:
·        
Coordinate identification of operational
research studies
·        
Support teams to develop data collection tools
from identified research questions
·        
Manage Research Ethics approvals
·        
Oversee and support teams to conduct data
collection; and qualitative and quantitative data analysis
·        
Presenting research findings to project partners
·        
Writing and contributing to journal articles
·        
Overseeing field activities in relation to
Operational Research data collection to evaluate the impact of the project and
data entry of data collected
·        
Training research assistants
·        
Cleaning data and conducting statistical
analyses
·        
Writing timely research and trainings reports,
including publishing and disseminating research results



Qualifications, Skills and
Experience:
·        
The applicants for the USAID RHITES-EC
Performance Management & Operations Research Advisor job opportunity must
hold a Bachelor’s degree in Medicine, with a Post-graduate qualification in
Public Health/Epidemiology
·        
A minimum of ten years of experience in public
health and project management.
·        
Previous experience in using epidemiological and
public health program data to design and implement public health interventions
·        
Advanced knowledge and hands on experience in
biostatistics and analysis of large datasets.
·        
Previous experience in using statistical
packages like STATA, SAS and excel for data analysis.
·        
Demonstrated ability to conceptualize, innovate
and execute ideas, as well as transfer knowledge and skills
·        
Proven skills in supervision, planning and
management
·        
Experience in scientific writing and have at
least 5 publications in peer reviewed journals, with one as first author.
·        
Experience in designing and conducting
implementation research projects.
·        
Experience in working with USAID/PEPFAR funded
projects is an added advantage
·        
Ability to clearly and concisely express ideas
and concepts in written and oral form.
·        
Excellent interpersonal skills.
NB: Only candidates who
are eligible to work in the Uganda for an indefinite period without a need for
