Job Summary: The Programme Co-ordinator is primarily responsible for the planning and implementation of BV’s delivery in Tororo, or any other programme location as required, including responsibility for programme set-up, quality assurance, financial management and volunteer safety and security.

Key Duties and Responsibilities: 
Programme Delivery:
·         Identify, assess, select and induct all in-country volunteers, entrepreneurs and host homes.
·         Input programme data to BV’s online content management system.
·         Ensure that accommodation, meals and training spaces are booked and ready when needed.
·         The jobholder will deliver pre-placement training to new Team Leader and in-country volunteer cohorts.
·         Arrange and deliver airport collection service for UK volunteers arriving on placement.
·         Assist the Team Leaders throughout the placement, ensuring that they are fully prepared to deliver their responsibilities, and that their learning and development is considered at every stage.
·         Ensure volunteers are placed in working groups, host home pairs and host home families that are productive, supportive and take account of strengths, weaknesses and needs.
·         Lead on volunteer management across the full range of programme activities, e.g. performance manage work with entrepreneurs and monitor behaviour in relation to BV Code of Conduct (initiating BV’s disciplinary procedures where appropriate).
·         Pro-actively solve issues that are hindering the effective execution of BV’s approach and impact.
·         Keenly track use of BV’s insurance policy by volunteers and share information about claims with the UK office in a timely manner.
·         Continuously assess the performance of local partners and introduce measures to improve outputs where standards drop.
·         Work in liaison with Team Leaders and M&E Leads to ensure volunteers collect reliable data about entrepreneurs (in line with BV monitoring and reporting guidelines), and ensure that the data shared with the UK office.
·         Manage the planning and delivery of well-designed and high-impact events, e.g. on BV pitch days, or with volunteers at performance review workshops.
·         Comply with all applicable laws and regulations relating to anti-bribery and anticorruption; report any request or demand for an improper financial or other benefit in connection with this role.
Financial Management:
·         Work closely with UK finance staff and Uganda Country Manager to create each programme budget.
·         Have a good knowledge of costs in the community and achieve good value for services and products we buy.
·         Deliver the programme within budget. At the end of each programme produce a comparison of actual costs against the budget with explanations of any differences.
·         Work with the UK finance staff to produce the weekly cash requirement for the programme and deliver cash spend returns each week which are accurate and auditable.
·         Regularly check all bills carefully before authorising payments.
·         Produce receipts for all payments.
Safety, Security and Medical:
·         Complete all community level risk assessments in the community and share with Uganda Country Manager; re-visiting and, where necessary, updating the information in advance of each new programme.
·         Identify risk mitigation strategies and take ownership for the implementation of these strategies.
·         Build partnerships and collaborate with stakeholders who have a strong understanding of safety, security and medical issues in the community e.g. NGO networks, community leaders, and local police representatives.
·         Continually monitor, assess and act upon credible information relating to safety, security issues affecting BV operations in the community.
·         Manage responses for all safety, security and medical incidents that do not qualify as critical or crisis; complete incident report form and share with the Uganda Country Manager.
·         Sit on the Incident Management Team (IMT) in the community, supporting the IMT chair in delivering effective and robust responses to critical and crisis safety, security and medical incidents.
·         Adopt an honest and transparent approach to post-incident reviews to encourage organisational learning and ongoing improvements.
·         Manage confidential information about volunteers with extreme care and in line with BV’s Data Protection Policy.
·         Carry out annual security and medical training delivered by BV’s International Security Manager.
·         Assume out of hours’ responsibility for the Uganda emergency phone, in accordance with BV’s rota system (normally one week in every 4).
Quality Assurance:
·         Deliver all tasks and activities in line with BV’s quality assurance framework.
·         Complete quality assurance audits conducted by BV UK office and other external agencies.
·         Undertake other duties as required by the Uganda Country Manager.
·         Operate cooperatively and flexibly with colleagues in the organisation.

Qualifications, Skills and Experience: 
·         The applicant should have prior experience of working on NGO programmes with young people, ideally youth volunteers
·         Previous exposure and experience delivering training and facilitating workshops
·         Prior experience creating and managing budgets
·         Previous experience of conducting risk assessments and designing mitigation strategies
·         Previous experience running a business in Uganda and/or have received training in this enterprise or entrepreneurship
·         Prior exposure and experience delivering responses to safety, security and medical incidents
·         Previous experience working cross-culturally, with people from outside of East Africa
·         Computer literacy skills i.e. good working knowledge of Excel and Microsoft Office
·         Have a very high level of numeracy and written and spoken English
·         Have a strong work ethic and a careful attention to detail
·         Have a habit of meeting deadlines, working with minimal supervision
·         Be persuasive, confident and able to negotiate good value for money deals for the organisation
·         Be calm and able to work under pressure
·         Be trustworthy and honest - BV has a zero tolerate policy on bribery or corruption
·         Be able to create a strong and wide network of contacts and community supporters
·         Be committed to the protection of vulnerable young people, with an understanding of appropriate adjustments and responses that prioritise their needs.
