National Bureau of Standards (UNBS) is a statutory body under the Ministry of
Trade Industry and Cooperatives mandated to coordinate the elaboration of
standards and quality of products and services so as to facilitate fair trade,
promote local industries and protect consumers.
Key Duties and Responsibilities: 
  • The incumbent will develop annual, quarterly
    and monthly budget, work plans, procurement plans and targets of all
    activities to be undertaken within the Division
  • Supervise, monitor and control the division
    staff to ensure that all data generated from the imports inspection
    activities is properly managed while regularly reviewing their performance
    during performance review meetings and annual performance appraisal
  • Develop and maintain an effective management
    information system in line with ISO 9001; ISO 17020 and ISO 19011
  • Carry out data sourcing, compilation,
    analysis and disseminate information related to imports inspection
    internally and externally whenever required for policy guidance
  • Provide technical information, guidance and
    support to all internal and external stakeholders
  • Manage and coordinate the automation of
    departmental systems to match URA Customs and other key partner systems
    and take lead in the implementation of system upgrade in comparison with
    URA systems and any other systems used in the customs clearance processes
    (ePortal, Asycuda World, Electronic Single Window etc) so as to match the
    departments performance to its stakeholder services requirements
  • Audit the departmental monthly inspection
    reports against information in the system at the different stations to
    guide and form a basis for policy and framework improvement in relation to
    imports inspection
  • The incumbent will also devise an information
    control and retrieval system of the imports inspection department so as to
    manage information dissemination
  • Benchmark operations of key relevant
    stakeholders, like URA/statutory bodies in the region and the EAC, among
    many so as to continuously improve the information generation of the
    department in relation to imports inspection
  • Prepare monthly, quarterly and annual reports
    on activities of the Division
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s
    Degree in Computer Science or Informatics, Information science, software
    engineering and strong database knowledge from a recognized University.
  • Possession of Honours degree in either ICT,
    Information Technology, Information Systems or Electrical and electronics
    Engineering from a recognized University/Institution
  • A minimum of eight years cumulative experience
    in database and information management in a regulatory institution or
    related organisation
  • Broad knowledge of the legislative, strategic
    and operational framework of Uganda National Bureau of Standards
  • Significant experience in database design,
    development and management using mysql, oracle, etc
  • Exceptional interpersonal relationship skills
  • Working knowledge of customs and imports
    clearance procedures will be an added advantage
  • The successful candidate needs to be a team
    player, an excellent communicator with good oral communication and
    presentation skills.
