civic participation in land governance and resource management country wide.”

Key Duties and
Responsibilities:
Responsibilities:
- Ensure the completion
of a defined legal empowerment advocacy program that incorporates all
elements of a program including a clearly defined strategy and theory of
change. - Support the
establishment, management and coordination of partnerships ensuring
consistent application of ULA policies and programming principles. - Lead program level
identification and design of core initiatives and pilot activities and
models that can be replicated and scaled up consistent with the programme
goal and theory of change for legal empowerment. - Ensure that ongoing
projects under the programme are implemented based on ULA’s strategy
priorities and the program strategy and theory of change. Engage in
broader ULA programme and administration initiatives like fundraising. - Conduct legal research
on a diverse range of assigned issues in international law as impacts on
contemporary land issues and other area(s) of specialization using
multiple research sources; selecting relevant material, analyzing
information and presenting findings for internal review. - Lead in the review of
legal documents instruments, or other material; identifying important
issues, similarities and inconsistencies, and propose institutional
positions on these issues. - Lead in the
preparation of drafts of background papers, studies, reports, etc on the
legal interpretation of the subject in question. - Lead in the
preparation of legal opinions/advice on a wide range of international
public and private land law issues as they impact on local communities. - Assist in providing
legal advice on human resources matters and assists in reviewing administrative
decisions. - Assist in
administering programmes of legal technical assistance and leading in
strategic and public litigation in ULA.
Qualifications, Skills and Experience:
- The applicant should
hold a Bachelor’s degree in law or equivalent required. A masters degree
in law or a land related field is desirable - Minimum of 5
years experience in a similar or related field; - Prior experience in a
senior position in a reputable organization with responsibility for
management and coordination, a good understanding of socio-economic
empowerment and transformation programs and extensive knowledge in land
law, community empowerment, advocacy and, Human rights issues. - Demonstrated ability
to link global discourses on land to the local context - Experience in results
oriented program design and development - High level of
conceptual and strategic thinking - Demonstrable ability
to manage diverse teams - Very strong
interpersonal skills. - Strong networking,
team work and management skills - Ability to work under
pressure in diverse environments - Ability to represent
and articulate the organization’s philosophy at various fora - Demonstrable effective
written communications skills including the ability to prepare reports,
proposals, policies and procedures - Effective public relations
and public speaking skills - Research and program
development skills - Ability to work under
pressure with minimum supervision - Very strong computer
skills
