AFENET:
The African Field
Epidemiology Network (AFENET) is a not for profit, networking alliance and
service organization that brings together field epidemiology training programs
(FETPs) across Africa working side by side with Ministries of Health, regional
and international partners. AFENET works to strengthen epidemiological and
disease surveillance capabilities of Africa countries that are critical to
meeting the requirements of the Integrated Disease Surveillance and Response
(IDSR) strategy, and the International Health Regulations (IHR). Established in
2005, AFENET has supported more than 20 African countries across sub-Saharan
Africa advance their capabilities in early detection and response to infectious
and non infectious diseases. AFENET is looking to hire capable and qualified
persons into the positions listed below, to support the smooth running of the
organizations affairs at the secretariat and also in collaboration with AFENET
partners and member countries.
All Pilot countries
include: Angola, Burkina Faso, Kenya, Nigeria, and Uganda. AFENET is leveraging
relationships with the Field Epidemiology Training Programs and Field
Epidemiology and Laboratory Training Programs (FETP/FELTP), Country ministries
involved in human and animal health, WHO AFRO and WHO Country Offices.to
coordinate project activities. The goal of the project is to train country
workgroup members selected from pilot country ministries of human and animal
health to develop a common understanding of one health and e-Surveillance
concepts and to use products of the e-Surveillance tool and country assessment
to culminate in the development of a robust strategic plan. AFENET is seeking a
qualified person with strong interpersonal skills to lead the project as
primary liaison between our international collaborators and the pilot
countries.
Key
Duties and Responsibilities:
  • Accomplish
    the project plan for the One Health e-Surveillance Initiative (OSHI) while
    ensuring realization of the key project milestones/ deliverables.
  • Offer
    technical support to all stakeholders involved in the project
    implementation, especially the country level working groups (CLWGs).
  • Contribute
    to training of CLWG members and members of the AFENET project team on key
    aspects of the project and general Public Health Informatics skills.
  • Lead
    the development of a detailed baseline assessment plan adapted for One
    Health and informatics.
  • Participate
    in the development and adaption and use of protocols and tools to be used
    in conducting country level assessments, including training of in-country
    interviewees.
  • Coordinate
    activities between the CLWGs, the AFENET secretariat and other external
    partners.
  • Coordinate
    the organization and facilitation of all project stakeholder meetings
    Participate in stakeholder engagement meetings as necessary.
  • Ensure
    that project reporting deadlines are met.
  • Give
    periodic updates to partners, Public Health Practice (PHP) on the progress
    of project milestones.
Qualifications,
Skills and Experience:
  • The
    candidate should possess a Master of Science in Information Technology, a
    Masters degree in Public Health, MSc. Epidemiology/Biostatistics, and/ or
    any other relevant qualifications.
  • A
    minimum of at least three years demonstrated experience in management of a
    major Public Health or Health Informatics project, preferably of
    multi-year, multinational character; previous working experience with
    diverse stakeholders, preferably NG0s, government ministries, academic
    departments of health, and major international project donors.
  • Sound
    knowledge on WHO standards and policies, IDSR guidelines and Health
    Management Information Systems.
  • Project
    Management Professional (PMP) certification from the Project Management
    Institute (PMI)
  • Policy
    development and Program Planning experience
  • Financial
    Planning and Management experience
  • Demonstrated
    Leadership experience
  • Excellent
    computer skills in MS word, Excel, PowerPoint, and at least one Public
    Health or statistical software packages such as EPI INFO, STATA or SPSS
  • Knowledge
    of French and/or Portuguese will be of significant advantage.
