Job Summary: The Africa
Regional Development Manager is responsible for providing business
development support for the Sub-Saharan Africa (SSA) regional program teams to
include supporting business capture and proposal development, and strategic
networking and relationship building. The regional development officer will
provide cross-solutions team support in managing and developing competitive
proposals in response to solicitations from USAID, bi-lateral / multi-lateral
donors, corporate foundations and other partners interested in supporting GF’s
work in the SSA region.
Key Duties and Responsibilities:
  • Manage technical and cost proposals from
    donor organizations, such as USAID and other institutional donors, in the
    areas of ICT4D, agriculture, microfinance, health, and social performance;
  • Lead and support relationship building and
    management with key potential and current clients, partners, and
    consultants;
  • Work with the regional partnerships team
    to research, track and follow up on business intelligence leading up to
    bid opportunities;
  • Develop and manage relationships with key
    regional donors
  • Work with program staff on the design and
    development of the technical approach (including writing and managing the
    technical proposal process);
  • Travel with other proposal team member(s)
    to gather information for the proposal (as necessary);
  • Write government and foundation proposals
    and final reports, including working with program staff to create budgets;
  • Main liaison with HQ to ensure the final
    proposal is in “one voice” and aligned with GF’s best practices and
    standards;
  • Participate in relevant training and other
    professional development opportunities;
  • Represent GF in professional meetings,
    workshops, and other professional networking events.
Qualifications, Skills and
Experience:
  • The job holder should possess a Bachelor’s
    Degree, Masters preferred in international development or related field;
  • A minimum of five to seven  years of experience in technical and/or
    grant writing required in the areas of  ICT4D, financial
    services, agriculture, health and/or social performance;
  • Demonstrated record in writing winning
    technical proposals for USAID and other donor agencies;
  • Experience with USAID procurement process
    and key USAID initiatives (including Feed the Future (FTF));
  • Strong computer skills (Microsoft Office);
  • Experience implementing donor programs a
    plus.
  • Deep commitment to eradication of poverty
    and alignment with Grameen Foundation’s mission
  • Strong relationship management skills
    developed though prior experience.
  • Solid understanding of the proposal
    development process, project management systems / best practices
  • Knowledge and understanding of ICT4D,
    agriculture, microfinance, health, and social performance;
  • Strong interpersonal, communication
    (written and oral) and facilitation skills with a proven ability to
    motivate and coordinate multiple stakeholders, including senior-level
    experts and directors
  • Entrepreneurial spirit and ability to lead
    complex processes in a non-hierarchical environment
  • Demonstrated ability to multi-task in a
    highly dynamic environment
  • Demonstrated ability to prospect,
    cultivate, and manage new accounts
  • Extensive understanding and knowledge of
    all components of a diversified funding base
  • Foreign language skills in French and, to
    a lesser extent, Portuguese is desirable
