About PREEEP Project:

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the contribution of selected public and private actors to the implementation of market development and decentralisation strategies in the fields of Renewable Energy and Energy Efficiency in Uganda. The Decentralisation Output aims at improving the coordination between national and local government levels. In close cooperation with the Ministry of Energy and Mineral Development (MEMD), the capacities of 22 pilot districts in the planning for renewable energy and energy efficiency solutions have been strengthened in northern Uganda.

 

Key Duties and Responsibilities:

The Head of Output Decentralisation is responsible for:

  • Planning, budgeting and Implementation of activities under the Decentralisation component,
  • Conceptualisation of the component regarding achieving impacts and sustainability.
  • Advising Ministry of Energy and Mineral Development (MEMD) departments regarding decentralisation topic & advising District Local Governments on planning and budgeting for energy-related measures.
  • Monthly travel to Gulu GIZ office to coordinate with advisors under decentralization & meet the district partners.
  • Technical supervision of two advisors under the decentralisation output and implementation of the main activities within the districts.

Specific Tasks

  • Coordinate the collection, analysis and digital management of energy related data at local governments level, including support in finding of solutions for data transfer between the various government levels.
  • Plan for and implement meetings of the Decentralisation Task Force.
  • Plan for and implement Sub-Regional Fora and other meetings between the national and local government levels.
  • Co-ordination
  • Supports cooperation, regular contact and dialogue with partners in the project/cluster environment especially the political partner the MEMD, district local governments, civil society organisations to improve and maintain good working relationships.
  • Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the decentralisation, planning, data management, monitoring and evaluation.
  • Updates information concerning the progress of activities in the component in line with the programme reporting requirements.
  • Prepares appropriate input for various programme reports and contributes to other reports and key documents within the programme and other agencies as and when required.
  • Other duties/additional tasks
  • Performs other duties and tasks of Management.




Qualifications, Skills and Experience:

  • Bachelor’s degree in social sciences, political science, engineering, environmental management or any related field.
  • Master’s degree in social sciences, renewable energy, environment and any related field is an added advantage.
  • At least five years of experience in the field of renewable energy in development cooperation. Practical experience on the decentralization topic will be an added advantage.
  • Professional in international cooperation and working with state actors (ministries, local governments).
  • Work experience in rural areas is an advantage.
  • Strong understanding of the energy policy and legal framework in Uganda
  • High level of diplomatic liaison/negotiation competence with national and local government stakeholders, and official protocol documentation.
  • Very good intercultural communication.
  • Excellent communication skills both verbally and written.
  • Ability to meet commitments, plan ahead of time, observe deadlines and achieve results
  • Strong ability to work within a team and follow a common goal
  • Good working knowledge of ICT technologies, related software and computer applications, particularly good skills in MS Office (Outlook, Word, MS Teams, Excel, and Powerpoint)
