The World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely, Emergency Humanitarian Action (EHA); Food &
Nutrition Security (FNS); and Agriculture & Market Support/ Purchase for Progress (AMS/P4P). WFP has operations in various parts of the Country.
Job Purpose:
  • Monthly and / or regularly review and develop accurate project food and cash assistance pipeline projections; Provide pipeline related information to on-going negotiation and agreements with the local donor representation on potential and confirmed contributions;
  • Monitor the fund utilization of directed or multilateral contributions and grants within the obligation timeframe and make appropriate recommendations;
  • Recommend the transfer of associated costs and multilateral cash contributions from one cumulative pot to another in same project;
  • Supervise the preparation of pipeline related reports, needs and shortfalls reports, donor resourcing status for the projects and pledges;
  • Facilitate the timely delivery of food to Uganda and within the county in order to avoid pipeline breaks by:-
  • Train staffs in country office, sub offices and partners engaged in the pipeline management and provide support to focal points as requested
  • Perform regular project and financial analysis of projects and determine timely, the need for budget revisions and make recommendations;
  • Ensure all unassigned project resources are all allocated in line with the WFP rules and regulations;
  • Provide support to the preparation of annual reports; project budgets; programme of work, pipeline related reports, donor-resourcing status for projects, pledges received and funding gaps, ensuring that reports WFP issues regularly to donors, are accurately developed;
  • Coordinate the periodic generation of technical, financial and project reviews;
Under the direct supervision of the Head of Programme or other designated officer, the incumbent will be responsible for key pipeline and budgetary functions for the Country Office and will be required to undertake the following;-
Duties and Responsibilities:
  • Generate and circulate monthly budget status reports;
  • As needed provide information to managers on the status of contributions, purchases and shipping schedules for commodities against confirmed contributions;
  • Assist in preparing assignment plans in liaison with shipping, programming and procurement units to collect information on most recent commodity, transport and applied project rates;
  • Undertake review assessment and missions of sub office and operational units to sketch and support their costing methodology, and budget planning systems;
  • Perform systems budget actions in the electronic World Food Programme (WFP) funds management;
  • Maintain milestone data of all projects
  • Provide all required information prior to project closure;
  • Coordinate with all stakeholders, the Country Office requests for funding advances
  • Ensure all financial commitments are closed prior to ‘project financial closure
  • Ensure unspent balances are transferred to new project, after financial closure
  • Provide to the Head of Finance an update report of project cash loan status on a monthly basis;
  • Provide regular updates to the Direct Support Cost (DSC) forecast income basing on forecast contributions;
  • Provide information relating to all donor relations discussions 
Essential Qualifications and Experience:
  • Bachelors Degree’s degree in Statistics, Finance, Auditing, Economics, Logistics, Business Studies or any other related field, obtained from a recognized institution:
  • At least six (6) years of relevant working experience gained from a reputable organization;
  • High level skills in project planning and management, budgeting and programming processes;
  • High level analytical skills;
  • Ability to develop integrated analyses to support strategic decision making in programming and budgeting;
  • Solid knowledge of most systems relevant to Organizational business processes;
  • Good knowledge and skills in using MS Office applications
  • Excellent command of English is vital
