The Government of
Uganda received financing from the International Development Association (lDA)
towards -the cost of Uganda Reproductive Maternal and Child Health Service
Improvement Project implemented by the Ministry of Health. The Project
Development Objectives (PDOs) are to: (a) improve utilization of essential
health services with a focus on reproductive, maternal, newborn, child and
adolescent health services in target districts; and (b) scale-up birth and
death registration services.
Job Summary: The Field Bases Results-Based Financing
Officer will provide support to the Ministry of Health in implementing Results
Based Financing activities at primary health facilities as described in the
Project implementation Manual and the National Results Based Financing
Framework.
Key Duties and Responsibilities:
- Arrange and coordinate training of the DHMT and health centres on
RBF, procurement, financial management and data management to support
performance and payments under RBF. - Support the roll-out and institutionalization of RBF in Local
Governments both at the District Health Management Teams (DHMT) and health
centres level. This shall include - facilitating the assessment and enrollment of the health facilities
on the RBF programme based on the national quality of care assessment
guidelines. - Schedule and provide administrative and logistical support to
Regional RBF teams of trainers. - Enhance the capacity of DHMTs in the implementation of RBF services
through supportive supervision and technical support to health facilities
implementing RBF programs including maintenance of quality of care, record
keeping, fiduciary arrangements and customer care within an allocated
geographical region. - Coordinate the verification of results by the regional RBF teams
based at the Ministry of Health including arranging for the logistics
required, task breakdown and allocation of responsibilities and
consolidating the field visit reports on quantity and quality of outputs. - Follow up with health facilities to make sure there is timely
preparation and submission of invoices by health facilities, their review
and consolidation by DHMTs, and transmission to the Ministry of Health
headquarters; - Route correspondence to and from the DHMT and health facilities;
- Provide feedback to health facilities and the DHMT explaining
reasons for variances and areas that require improvement; - Support the Monitoring and Evaluation Specialist in organizing
external verification of RBF quantity and quality data. - Provide technical support in implementation of RBF to health
facilities and the DHMT. - Prepare regular progress reports on the implementation of the RBF in
the assigned regions and transmit the same to the RBF Unit. - Develop and maintain a comprehensive database of the disbursement to
the respective regions, number of participating health facilities and
catchment populations; quantity and quality indicators and pricing; funds
utilization per indicator and by health facility and district; and a
financial forecast of outstanding balances for the respective geographical
region. - Work closely with other partners implementing RBF programs in the
respective geographical regions and those supporting the strengthening of
Health Systems for RMNCAH. - Perform any other duties as may be assigned to him/her by the RBF
Team Leader and Commissioner Planning, Financing and Policy.
Key Performance Indicators
- Supporting health facilities and DHMTs in the implementation of RBF
in the assigned geographical region - Training health facilities and the District Health Management Team g
- Timely review and consolidation of invoices for health facilities
and the EDMT - Preparation of quality and timely monthly and quarterly progress
reports - Providing regular and timely feedback to health facilities and the
EDHMTs.
Qualifications, Skills and Experience:
- The applicants must be Ugandan Nationals with a basic University
degree in Economics, Business, Social Sciences, Statistics and Human
Medicine or a related discipline from a recognized university. - A Master’s Degree in Planning, Finance, Economics, information
Systems and Public Health from a recognized university will be an added
advantage. - Should have at least three years’ experience in implementation of RBF
approaches. - Experience in implementation of projects supported by World Bank or
related bi-lateral and multilateral agencies. - Experience working with the public sector will be an added
advantage. - Experience in designing and implementation of health financing
reforms. - Strong analytical, planning and organizational skills
- Excellent interpersonal skills, communication skills, both oral and
written. - Strong coaching and leadership skills.
- Ability to work under minimum supervision and meet strict deadlines.
- Demonstrated integrity and confidentiality in handling public
matters/resources - Computer knowledge and skills in MS Word, Ms Excel and
internet/email is a mandatory requirement
