Background of the assignment:

In Uganda, UNODC is implementing the “Strengthening Efforts to Prevent Violent Extremism and Enhance Human Rights Safeguards in Uganda” Project, a partnership between UNODC, UNOCT and the government of Uganda with the financial support of the European Union. The overall objective of the project is to mitigate threats posed by violent extremist groups by supporting the Government of Uganda mount an effective response to preventing and countering violent extremism in Uganda and build resilience against radicalization to violence. The Project will work with key criminal justice actors, national, regional and local authorities, civil society organizations, academia and communities and aims to address the needs of the target groups both at the national and local levels in Central, Eastern-Busoga Region, Northern-West Nile region of the Country.  This initiative will contribute to strengthening the capacity of National authorities of the Government of Uganda, Civil Society Actors, Community leaders and the operationalization of the National Strategy for Preventing and Countering Violent Extremism and Terrorism (PCVET, 2021-2026) and its Plan of Action.   UNODC is seeking the services of a security expert to provide technical assistance in the operationalization of a Prison Intelligence and Security Framework in the Uganda Prisons Service. The objective of the consultancy is to develop capacity-building initiatives of prison officers to collect, analyse and share intelligence information based on the prison intelligence framework of the Uganda Prisons Service.

 

Purpose of the assignment:  The Consultant will develop capacity-building initiatives of prison officers to collect, analyse and share intelligence information based on the prison intelligence framework of the Uganda Prisons Service.

 

Key Duties and Responsibilities: Under the overall supervision of the UNODC Head of Office in Uganda, the consultant will be responsible for the following set of activities as required:

  • Conduct a capacity assessment of the Uganda Prisons Service in relation to collecting, analyzing and sharing prison intelligence information.
  • Develop training modules on prison intelligence for the Uganda Prisons services.
  • Conduct a consultative meeting to validate and launch the prison intelligence modules (which will be integrated) embedded in the existing Uganda Prison Academy and Training School (PATS) basic training curriculum.
  • Conduct two training of trainers (TOT) workshops on Prison Intelligence targeting 40 prison intelligence officers.
  • Support the UPS to update, review and operationalise the Uganda Prisons services Intelligence policy framework and disseminate it to stakeholders.
  • Strengthen the capacity of the Prisons Working Group on prison intelligence and conduct inter-agency meetings between the UPS and with other relevant security and law enforcement actors to facilitate the sharing of prison intelligence information.
  • Develop an intelligence and security audit checklist which will be used in the prison security audits.
  • Support the piloting of the security audit and intelligence check lists in targeted prisons.




Qualifications, Skills and Experience:

  • The applicant for the UNODC job must hold an advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, business administration, or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 10 years of professional work experience in law enforcement force, criminal law and/or security service sector including providing technical advice, capacity building and mentoring specifically related to the prison Intelligence and management of violent extremist prisoners is required.
  • Understanding of international standards and norms in crime prevention and criminal justice, in particular the Nelson Mandela Rules, preferably complemented by exposure to delivering technical assistance on prison management – related issues at international level, including in low- and middle-income countries is required.
  • Experience within the United Nations System and substantive knowledge of the work of UNODC is desirable.
  • Previous experience providing support on assessing and managing risks of high-risk prisoners including violent extremist prisoners and with criminal justice actors in Africa is
  • Experience of working in conflict zones and a hardship non-family duty station is desirable.
  • Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency is desirable.
  • Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support is desirable.
  • Ability to develop practical and user-friendly tools in the field of prison staff training is desirable.
  • Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
