About USAID Project:

The U.S. Agency for International Development awarded MSH’s center for pharmaceutical management a five-year cooperative agreement to implement the USAID/Strengthening Supply Chain Activity (SSCS). The mandate of the SSCS Activity is to improve the availability, affordability, access, and appropriate use of essential medicines and health supplies (EMHS) including reproductive health, maternal, newborn child and adolescent health (RMNCAH), and HIV/AIDS commodities.

 

Job Summary:  The Regional Technical Officer – COVID-19 Vaccines Supply Chain (Sub-National) will work closely with UNEPI logistics team, the district and regional vaccine supply chain teams, and regional implementing partners to ensure optimal COVID-19 vaccines management and reporting at both the district vaccine store and the vaccination sites. He/she will support vaccine stock status monitoring, tracking and reporting in accordance with the MoH stipulated standards; support capacity building for health workers and district cold chain teams in vaccine management; and assist in partner coordination, collaboration and learning engagements.

 

Key Duties and Responsibilities:

Technical support – 50%

  • Work in close coordination with the Regional Coordinator, the Technical Advisor – Supply Chain for Public Health Emergencies and the central level technical officers, provide technical assistance towards the monitoring and tracking of COVID-19 vaccines at district and facility level to ensure complete visibility, traceability and accountability of vaccines
  • Provide technical support to district and health facility staff to effectively prepare and capture accurate and complete vaccine stock status and utilization reports in DHIS2/EPIVAC
  • Participate in generation of data and preparation of reports to inform effective vaccine deployment and redistribution to ensure vaccine availability and minimize wastage
  • Participate in joint support supervisions to the district vaccine stores and health facilities to continually build capacity for effective COVID-19 vaccine management and consistent reporting
  • Participate in COVID-19 vaccine logistics data review and regional discussions, learning, and collaboration meetings to improve COVID-19 vaccine management and reporting.
  • Collate information to guide UNEPI and NMS making vaccine redistribution decisions

Coordination – 30%

  • Act as a liaison between the regional implementing partners and UNEPI logistics team and other central level technical teams and partners
  • Disseminate and discuss COVID-19 vaccine reporting performance with district and health facility focal persons to identify and address any barriers to effective and consistent reporting

Project support – 20%

  • Actively participate in the development and review of strategies to continuously improve COVID-19 vaccine commodity security and data management.
  • Participate in the development of required SOPs, guidelines, tools, training plans and training materials for implementing a robust COVID-19 vaccine supply chain
  • Perform any other duties as may be assigned.
  • Support implementation of innovations to improve real time vaccination data reporting





Qualifications, Skills and Experience:

  • The ideal candidate must hold a degree in Health Sciences including Pharmacy, Supply Chain or related field.
  • Training or certification in cold chain logistics would be an added advantage
  • At least three to five years of experience in the health sector supply chain management systems including quantification of health commodities
  • Demonstrated stakeholder management skills.
  • Demonstrated skills in Microsoft Office Suite applications and data analytics packages.
  • Capacity building/training knowledge and skills.
  • Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write reports.
  • Demonstrated interpersonal communication skills, team player, and good appreciation and dealing with team diversity.

 

Desired:

  • Familiarity with Uganda’s vaccine supply chain system and pharmaceutical/logistics management in emergency settings
