Sub-Grants Officer Job Opportunity at Friends of Orphans (FRO)
(FRO) is a Non Governmental Organization (NGO), non-religious, non-political
and non-profit making, based in Pader. FRO’s Vision: is a society in which
the vulnerable are empowered to achieve their full potential and contribute to
the development of their community. FRO’s goal is to reduce the
vulnerability of child mothers, orphans, former child soldiers, abductees and
women through education and skills empowerment and protect their rights. FRO’s
focus is to rehabilitate, reintegrate and empower those impacted by the
conflict and HIV/AIDS in Northern Uganda. FRO aims to do this through
education, health, and peace-building and creating of income generating
activities.
Job Summary: The Sub-grants Officer is responsible for effective
sub-grantee budgeting and management for the YDP project, with on-site support
from Finance and Compliance Officers in the field offices. He/She is expected
to understand FRO and donor policies regarding grant management and will need
to develop and maintain effective relationships with FRO’s partners, as well as
internally within FRO.
There are two key elements to the position. The first and major element
concerns supervision of sub-grants to partner organizations, which is a key
component of the YDP project. This requires ensuring compliance with FRO and
donor policies and building capacity of project staff and sub-grantee
organizations to effectively manage and report on funds provided, within donor
regulations. An understanding of organizational development processes is
required, in balancing FRO’s technical support to partners and effectively
monitoring their management of grants. It is critical that partners are not
overburdened by FRO’s administrative and financial systems, and that they are
provided with high levels of quality support, while they are also supported to
comply with FRO’s contract and audit requirements.
The second component focuses on building staff and partner capacity to effectively
manage their grants. With the supervision of the Project Manager and in
collaboration with Finance Officer, the Sub-grants Officer will be responsible
for helping to establish systems and frameworks for managing sub-grants,
ensuring that there is consistency in compliance and auditing arrangements, and
building the capacity of field staff and sub-recipients to effectively manage
sub-grants through training, coaching and accompaniment.
Responsibilities:

- Participating in decision making committee meetings to ensure that
contracts effectively reflect the outcomes of these meetings; - Developing contract and modification templates and ensuring that they
reflect the resolutions and are compliant with donor rules and
regulations; - Completing individual contracts with sub-recipients, as above;
- Review all sub-recipient liquidations to ensure allow ability of
expenses; - Provide feedback to the Project Manager and Head of Finance with
respect to concerns about sub-grant liquidations; - Liaise with finance staff to ensure effective financial processing
of advances and reimbursements; - Participating in performance reviews of sub-recipients.

- Assess the capacity of FRO staff and sub-grantee organizations in
sub-grant management; - In collaboration with the Project Manager and Head Finance, develop
and implement capacity-building programmes and/or tools for more effective
sub-grants management for YDP staff and sub-recipients;
Assist in the design and establishment of appropriate and simple project
systems for effective monitoring and reporting on sub grants; - Provide on-site support to field-based staff and sub-recipients on
at least a quarterly basis; - Assist programme staff with understanding financial reporting
information and analysis.

- Promote and implement existing FRO frameworks and policies in FRO’s
work with partners and also internally within FRO as required (for
example: rights-based approaches, livelihoods frameworks, OD
methodologies, HIV/AIDS Workplace Programme etc); - Participate in Programme Quality meetings and other management
meetings as required; - Perform any other duties as required.
Experience:
- The applicant should possess a degree or diploma in Social Sciences,
Accounting, Development or related field and/or; - At least 3-5 years experience in financial management and grant
management; - At least 3 years experience with development projects and the
non-profit sector with an emphasis on enhancing institutional capacity of
civil society organisations; - Prior experience in financial and grant management ;
- Proficiency in relevant computer applications (MS Office) and
databases; - Development and implementation of systems and procedures for grants
management; - Good training/facilitation skills;
- Excellent written and oral communication skills.
