About Project:
Under HI Uganda, the
Rehabilitation project has been implemented since April 2018 in Omugo Refugee
Settlement, Arua District providing physiotherapy, assistive devices and
mobility aids at fixed points and via a mobile team for both refugees and host
communities.  The project is now planning
to scale up its rehabilitation activities and number of beneficiaries through
additional funding to provide similar services, including integration of
protection and psycho-social support services (PSS) in an additional two
refugee settlements including Imvepi and Rhino Camp, in partnership with
Medical Teams International, the lead humanitarian health actor for the Ugandan
refugee response
.
Job Summary:  The Rehabilitation Project Manager oversees
the Comprehensive Rehabilitation (CBR) project implemented in Omugo, Imvepi and
Rhino refugee settlements, as well as within selected host community
villages.  The Project Manager will line
manage all field teams, and is responsible for overall implementation of CBR project
in accordance with the Proposals, Project Document and Approved Work Plan.
He/she coordinates planning, implementation, and monitoring and evaluation of
project activities, and contributes in the development of project proposals and
concept notes. He/she manages, provides technical guidance to, and builds the
capacity of the project team to improve quality of service delivery as per HI
standards.
Key Duties and Responsibilities: 
Project Cycle
Management
  • To lead on the inception phase of the
    rehabilitation project including the planning and roll out of the
    inception activities in collaboration with the Rehab Technical Advisor and
    Medical Teams International, conducting needs assessments in the new
    project areas, and inducting the new field teams
  • To contribute to the high-quality
    programmatic and technical programme and proposal design, narratives and
    budgets, providing the technical expertise of the sectors of reference, in
    close collaboration with the Project and Monitoring, Evaluation,
    Accountability and Learning (MEAL) manager and support services as well as
    with HQ Technical Referents;
  • To develop methodologies of intervention
    in the sector of reference, with the Rehabilitation Technical Advisor that
    match the context and Handicap International´s mandate and strategy;
  • To develop, under the coordination of
    the Field Coordinator and Rehab Technical Advisor and MEAL teams, the
    project management tools (Beneficiary Pack, operational budget and
    procurement plan and follow-up, etc.) and activities planning from an
    integrated and holistic perspective
  • To contribute to the development of the monitoring,
    evaluation, accountability and learning framework of the intervention in
    collaboration with the MEAL Manager;
  • To contribute to the conception and
    implementation of the sectoral activities through integrated lens,
    particularly Mental Health and Psycho-social Support Services (MHPSS) and
    Protection
  • To ensure the administrative, budgetary
    and logistics management of the project, following the procedures defined
    by Handicap International;
  • To ensure the good collaboration with
    the MEAL manager towards a sound technical monitoring of the project;
  • To contribute to the monitoring of the
    relevancy of the interventions regarding Handicap International’s mandate,
    approaches and the context of intervention;
  • To ensure the timely implementation of the
    activities of the project and the overall achievements versus objectives;
  • To participate in budget follow-up
    meetings to stay abreast of project implementation, early identification
    of potential challenges and propose appropriate measures, as necessary;
  • To ensure that the data, information,
    analysis and lessons learnt issued from the activities overseen
    systematically feed into the project cycle management and propositions of
    new operations;
Reporting
  • To provide weekly reporting on the
    activities implemented to the line manager;
  • To develop activity reports and
    programme follow-up documents as required;
  • To develop the technical reports to
    donors and contribute to providing specific information when required;
  • To ensure information sharing to and
    from external coordination for HI intervention sectors and monitor regular
    reporting to clusters and working groups;
  • To provide technical inputs and
    collaborate with surveys, assessments and monitoring reports conducted by
    the MEAL department;
Representation and Coordination
  • To represent HI in key relevant
    coordination meetings and working groups according to the needs of the
    project and upon the request of the line-manager;
  • To ensure that HI sectoral approach is
    diffused in key local humanitarian forums;
  • To ensure the coordination of the
    intervention with other humanitarian actors intervening in the same
    sectors;
  • To support capacity building of
    humanitarian actors and partners in technical approaches;
Team Management
  • To contribute to the development and/or
    revision of the operational organigram of the mission and development of
    job descriptions, as required;
  • To define, with each member of the
    staff, his/her Individual Action Plan (IAP) and deadline for reaching
    defined goals;
  • To ensure the capacity building of the
    operational staff;

Qualifications, Skills and Experience: 
  • The applicants for Handicap
    International Rehabilitation Project Manager job must hold an advanced
    university degree (masters or equivalent) in social sciences, disability
    studies, physical rehabilitation
  • Three years of NGO professional experience
    in a senior managerial position
  • Significant management experience is
    essential
  • Strong experience in project cycle
    management, preferably within multisector approaches
  • Experience in prosthesis and orthosis
  • Previous experience in both Protection and
    MHPSS Experience with CBR programmes
  • Understanding of new technologies in the
    field of rehabilitation
  • Experience with HI is a strong asset
  • Capacity building and coaching skills.
  • Competencies:

  • Knowledge of Microsoft applications.
