Key Duties and Responsibilities: Under the supervision of Arua Field Office
Logistics Officer, the Logistics Assistant- Supplies will be responsible for
guaranteeing efficient supply chain management by:

guaranteeing efficient supply chain management by:
- Participating in the drafting
of a supply plan per project - In liaison with the Log officer, follow (adapted procedure) and
manage the program’s supply procedures in compliance with internal and
donor regulations and legal requirements. - Analysing the purchase file
which requires the Logistics Manager approval. - Checking the PSR prior to purchase; ensure that all the validations
are done before the purchase order is sent to the supplier. - Verifying collected quotation; prepare the Summary Analysis Bid and
the purchase order. For specific items, ensure a sample analysis is
conducted properly by the procurement department in order to have a
quality validation by the Project Manager or by a technical advisor. - Overseeing the transport of merchandise and manage customs clearance
procedures - Monitoring the consignment until the final destination and keep
informed the recipient on the field. - Support national and international calls for tender.
- Setting up and check on the regular updating of a suppliers
database. - Evaluating and negotiating contracts with suppliers (prices,
delivery time, payment terms). - Managing the monitoring of Purchase and Service Requests and check
purchase files sent on a weekly basis the Procurement and service follow
up to the Logistics Manager. - Managing the reception of merchandise and the delivery of material
to requesting parties and get the validation from the logistics officer. - Assist with the drafting of donor reports and preparing for audits
on aspects concerning supply. - Drawing up contracts for suppliers and service providers and manage,
archive and monitor suppliers and service providers. - Ensuring adequate filling of purchases files: signatures, presence
and validity of the documents, in order to guarantee accurate traceability
of all purchases throughout the supply chain. - Conducting market surveys for corporate contract for the Mission.
Qualifications, Skills and Experience:
- The ideal candidate for the Handicap International (Humanity &
Inclusion) Logistics Assistant – Supplies job must hold a Bachelor’s
Degree in Business Administration specialising in Finance/Accounting or Procurement
OR: Bachelor degree in Logistics /Procurement and Supply Chain Management - Two years of professional experience in an NGO in a similar position is an added advantage
