Job Summary:  The Head Procurement and Logistics drives organizational efficiency, as well as sustainability, through the efficient management of a range of support services.

 

This role is a member of the senior management team, which is collectively responsible for driving the organization towards growth, sustainability and high levels of client satisfaction. The senior management team works together to achieve the organization’s mission and goals.

 

The Role

To lead the Procurement and Logistics section by designing, developing, implementing and monitoring the delivery of corporate support services including: Information and Communication Technology, Procurement, Logistics and Distribution.

 

Key Duties and Responsibilities:

Procurement

  • Development and delivery of strategy, procedures and systems that result in risk management, efficiencies and value for money in procurement and Logistics.
  • Annual business plan in relation to strategy.
  • Communication and roll out of agreed process including training and development as necessary.
  • Oversight of excellent and fraud-free procurement activities.
  • Manage the preferred supplier procurement process.
  • Provide oversight and manage risks associated with procurement and logistics, including management policies, timely procurement of goods and services (in line with established procurement policy, plans, charter, and framework contracts), negotiation of contracts, ensuring terms and conditions mitigate risk and comply with stakeholder’s requirements.
  • Have a full understanding of donor requirements and the organizational procurement manual and ensure the supply chain/procurement team follows such requirements at all times and receives appropriate training in relation thereto.
  • Ensure the procurement manual is kept under review and up-to-date and complies with MS Global Standards and best practice.
  • Ensure the realization of efficiencies and value for money through monitoring operational systems and procedures, regulations, analysis of procurement and ensuring compliance and efficiency of support services provision.

Fleet & Logistics Management

  • Manage and monitor the performance of the vehicles to achieve business operational efficiency, approve vehicle Routing & Scheduling.
  • Provide management with timely fleet operational efficiency / monitoring reports and information as required by the Organization.
  • Oversee and monitor utilization of the MSUG electronic Fleet Management System in accordance with MSUG Fleet Management rules.
  • Manage and monitor processes relating to vehicles registration, insurance, maintenance and documentation regarding induction of new vehicles in existing fleet.
  • Manage the fuel purchase system with assistance of Fuel Cards for all vehicles and drivers and develop strategies for greater operational efficiency.
  • Monitor compliance with the minimum driving regulatory requirements for both MSUG vehicles and drivers.
  • Development and delivery of strategy, procedures and systems that result in risk management, efficiencies and value for money.

Warehouse Management

  • Ensure compliance and value for money through appropriate management of all storage facilities and stock management processes required by MS Uganda.
  • Effective Implementation of Warehouse policies and procedures.
  • Ensure a strong system for acknowledgement of supplies to field teams (goods received notes tracker) in place and effectively operational.
  • Strengthened stock forecasting with adequate buffer stocks held. A strong Stock forecasting system in place and timely action taken regarding stock replenishment.
  • Ensure shipping and product costs relating to SM product importation are reviewed regularly, negotiated, and managed, to support country program SM products pricing decisions.
  • Effective supervision of warehouse staff.

General Leadership

  • Manage all disputes and legal matters relating to Supply Chain, liaising with external lawyers, to ensure all organizational priorities are adhered to.
  • Provide leadership and guidance to the Departments in order to achieve the organization’s mission and strategic objectives.
  • Ensure all Department staff are aligned with the organization’s and MS values.
  • Proactively mentor and/or coach the team leads to critically assess opportunities to improve efficiency and maximize impact.
  • Ensure that the structure of the Department is fit for purpose and that all roles and responsibilities are relevant to the needs and demands of the organization and that goals and strategies are clearly communicated to all team members.
  • Role model Marie Stopes core values and demonstrate Marie Stopes behaviors at all times.
  • Represent Marie Stopes externally and internally in accordance with its values and policies and as may be delegated by the Executive Management at any time
  • Clear and inspirational leadership to create a mutually supportive, motivated and trusted team developing individual and collective strengths while understanding the limits of their respective authority areas.
  • Provision of guidance and support to the Procurement, Fleet & Logistics, and warehouse teams with clear allocation of duties.
  • Day to day management and supervision for excellent planning and accountability across the teams and with external teams.
  • Lead appraise performance and develop the teams through a combination of methods including on-job training, coaching and mentoring.
  • Perform any other duties that are incidental to the achievement of the organization’s mission, strategy and objectives as may be assigned by the Executive Management




Qualifications, Skills and Experience:

  • The applicant must hold a Master’s Degree in Procurement and Logistics related discipline from a recognized university/institution
  • Registration with relevant professional body is an added advantage
  • A minimum of five years’ experience, working at a senior level in a similar role in a reputable organization or in supply chain
  • Experience and through knowledge of management gained from working with similar organizations
  • Proven leadership and management skills that motivate performing teams and encourage innovation and creativity
  • Ability to perform under pressure, handle heavy workloads and meeting stringent reporting deadlines
  • Excellent communication skills for negotiation and conflict resolution
  • Clear ability to identify and set performance deliverables
  • Strategic thinker with excellent analytical skills
  • Able to communicate effectively at all levels; Excellent verbal, written and presentation skills and excellent leadership and management aptitude leading diverse teams at a distance
