Job Summary:   Building Tomorrow, an international nonprofit organization working to provide literacy and numeracy for all children, is seeking an exceptional, values-aligned Education Systems Strengthening (ESS) Manager. Building Tomorrow’s Education Systems Strengthening approach, which spans across all of its programming, focuses on supporting local governments to oversee community-powered education initiatives to ensure literacy and numeracy for all children.

 

Job Summary:   The ESS Manager will be responsible for leading BT’s efforts to co-design and guide the implementation of education systems strengthening interventions in rural Uganda districts. The ESS Manager will work alongside government officials to strengthen the education systems so that government can continue these efforts, through the oversight of CEVs, to increase access to education, reduce dropout rates, provide inclusive learning environments, increase learning outcomes, and improve the management and governance of primary schools. This role therefore involves collaborating with government agencies, local partners, and stakeholders to drive systemic change and innovation in education.

 

Key Duties and Responsibilities:

Strategic Planning:

  • Develop and implement strategies and action plans to work alongside the local and national government to strengthen systems to support community powered foundational learning.
  • Collaborate with senior leadership to define strategic objectives and key performance indicators (KPIs) for the department.
  • Conduct assessments and analyses of the current education system in collaboration with government agencies to identify strengths, weaknesses, and opportunities for improvement.
  • Guide on best practices to support our education systems in line with the national and international educational trends and policies.

Technical Advisors Supervision and Management

  • Support Technical Advisors in assigned districts in their efforts to work alongside government to empower government to uptake community powered learning.
  • Regularly provide mentorship and support on each Technical Advisor’s performance.
  • Create and utilize feedback mechanisms that allow for information flow from TAs to BT UG HQ and from BT UG HQ to local districts.
  • Ensure that Building Tomorrow rules and procedures, policy guidelines are enforced within assigned districts.
  • Travel monthly to rural schools, other districts to provide field support to Technical Advisors.

Government and Stakeholder Engagement:

  • Build and maintain productive relationships with the Government of Uganda education authorities, local education institutions, NGOs, and with BTU partner districts.
  • Advocate for policy changes and reforms that support the organization’s educational initiatives with priority on strengthening systems.
  • Support BT UG on the creation and running of a technical working group to guide BT UG’s ESS programming.

Program Design and Implementation:

  • Work with program teams to design and implement educational programs that align with the BT’s education system strengthening goals.
  • Ensure programs are evidence-based and data-driven.

Capacity Building:

  • Support training and technical assistance initiatives to education stakeholders, including teachers, school administrators, and government officials, to enhance their capacity to implement effective education reforms.
  • Ensure the development and maintenance of a team culture that enables all members of management to be effectively informed on inclusive education programming within Building Tomorrow.

Monitoring and Evaluation:

  • Work alongside the MEL department to develop and implement systems for monitoring and evaluating the impact of education system strengthening efforts.
  • Use data to make informed decisions and drive continuous improvement.

Advocacy and Communication:

  • Advocate for the importance of education system strengthening and share success stories and lessons learned through effective communication and advocacy campaigns.
  • Actively assess district-based networks for all opportunities towards leveraged school support and ensure partnerships in all implementation districts.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Education, Economic Policy and Management, Project Planning and Management, and or Research Management from an accredited institution, with training in special needs education or any related field.
  • Master’s degree in Education, Education Policy, International Development, or a related field will be of added advantage.
  • At least five years of experience working within the primary education sector and with experience supporting inclusive education initiatives, school leadership, and education management.
  • Experience working on an Education Systems Strengthening project in Uganda or across the sub-saharan region will be an added advantage.
  • Several years of experience in education system strengthening, policy advocacy, or education program management, preferably in a non-profit or international development context is an added advantage.
  • Experience supervising large team towards results based implementation
  • Skills and Competencies.
  • Strong knowledge of educational systems, policies, and practices.
  • Experience in program design, monitoring, and evaluation.
  • Excellent communication, negotiation, and relationship-building skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Knowledge of grant writing and fundraising is a plus.
  • Proficiency in Microsoft Word, Excel, and PowerPoint etc
  • Willingness to travel frequently to rural schools and areas outside Kampala.
