Job Summary:  FHI 360 seeks a Family Planning Officer to augment the project team’s efforts for technical assistance to both public and private (not-for-profit and for-profit) sector healthcare facilities in Kampala, together with their respective governing bodies, to improve the integration of family planning (FP) services into the continuum of care for maternal, child health, and nutrition services, focusing on the post-partum period. In addition, the consultant will provide coordination support to USAID MCHN’s technical assistance work in Kampala to strengthen a harmonized and efficient approach to the implementation of Division and site-level RMNCAH, Nutrition, Family Planning, QI, and HMIS strengthening activities.

 

Key Duties and Responsibilities:

  • Work closely with the Division Family Planning focal persons and other family planning actors in Kampala to implement and scale up evidence-based high-impact post-partum family planning (PPFP) programming for facility-and community-level interventions, based on local and global best practices.
  • Roll out and monitor related quality improvement initiatives aimed at strengthening the integration of PPFP counseling and service provision at antenatal, maternity, Postnatal, Young Child, and Adolescent, and elimination of Mother-To-Child Transmission of HIV (eMTCT) clinics at the priority health facilities in Kampala.
  • Support the public and private sectors to implement strategies for Family Planning commodity security at the health and community facility levels.
  • Work closely with the MEL team to implement HMIS strengthening activities for Family Planning including FP documentation mentorships, data verification exercises, performance review meetings, and activities aimed at increasing routine data utilization to guide the investment of efforts.
  • Conduct annual refresher training on the U.S. Family Planning and Abortion legislative and policy requirements that govern U.S. foreign assistance targeting MCHN and sub-grantee CSOs’ staff, and health workers at supported health facilities.
  • Coordinate Division and site-level technical support activities implemented by USAID MCHN teams, ensuring a coordinated and harmonized approach to avoid duplication and instead promote synergy, cross-leveraging, and convergence.
  • Provide technical support for the integration of Gender, Adolescent, Youth, and marginalized groups’ interests and concerns across the MCHN and Postpartum Family Planning programming and service delivery at the health facility level.
  • Closely work with the MEL team to implement division and site-level HMIS strengthening activities including data verification exercises, performance review meetings, and activities aimed at increasing routine data utilization to guide the investment of efforts.
  • Represent the USAID MCHN Activity at relevant meetings or other events as may be appropriate.
  • Perform other duties as may be assigned by and agreed upon with the supervisor.




Qualifications, Skills and Experience:

  • Bachelor of Nursing, Public Health, or health-related disciplines. Possession of a Master of Public Health will be an added advantage.
  • At least three years of experience in implementing district-led programming approaches to build capacity and provide technical and logistical support for improved access and utilization of family planning services in Uganda.
  • Knowledge of the current national and international family planning policies and guidelines.
  • Demonstrated skills in collaborative engagement, program planning, use of CQI to improve systems and processes, and knowledge management.
  • Ability to work independently in a complex environment, and manage high-volume, fast-paced workflow.
  • Previous experience in a USAID-funded program is an added advantage.
  • Demonstrated ability to effectively communicate and collaborate with various stakeholders towards the achievement of common goals.
  • Excellent interpersonal skills and ability to establish effective working relations with different stakeholders.
