About USAID Project:

The USAID OVC West Central Activity aims to attain improved well-being of children and youth through comprehensive interventions that enhance sustainable prevention of new HIV infections and continued care for OVC and their caregivers and expand the access to core services. The project is implemented by ACORD Uganda in 12 districts and 1 City in West Central Region of Uganda.

 

Job Summary:  The Social Worker will be responsible for coordinating and delivering comprehensive OVC services to the USAID OVC West Central Activity beneficiaries. S/he will support Para-social workers and other community structures engaged by the Activity to implement innovative strategies to increase OVC access to quality care and support services including HIV prevention and Care. S/he will be responsible for supporting bi-directional referrals and linkages for comprehensive service package to children and adolescent living with HIV/AIDS and their families. S/he will participate in the work plan development process and build the capacity of community structures through orientation, needs based trainings and mentorship to ensure that project implementation is guided by SOPs, Guidelines, job aids and tools.

 

Under the guidance of the Cluster Lead, the Social Worker will lead the day-to-day direct implementation of field activities. Working with the PSW structures, S/he will ensure community mobilization for social protection, HIV prevention, and care services in line with MGLSD and PEPFAR guidelines within his/her catchment area.

 

Key Duties and Responsibilities:

Planning and implementation of comprehensive OVC services

  • Conduct household enrolment targeting HIV infected and affected beneficiaries and ensure confidentiality of the information provided.
  • Conduct home visits and monitor progress of interventions offered to beneficiary households by the community structures
  • Ensure that referrals are initiated and follow up done to facilitate access to services
  • Provide Home based Intensive Adherence Counseling to Non-Suppressing C/ALHIV
  • In liaison with the Linkage officer conduct beneficiary index testing, outreaches and home-based testing to identify new CLHIV and ensure that they are linked to care.
  • Maintain a functional network of community structures by holding monthly/quarterly planning, review and feedback meetings
  • Timely response to emergency cases including malnourished children, sexually abused critically ill, neglected, abandoned among others
  • Track service layering and quality services delivered to OVC and their families
  • Ensure all planned activities are implemented according to the work plan

Capacity strengthening and coordination of community support structures

  • Train, mentor and coach community structures in OVC service delivery to ensure that beneficiaries receive comprehensive and quality services.
  • Support community structures through field monitoring visits, monthly and quarterly meetings to review progress of planned activities
  • Support Parasocial workers to conduct targeted home visit and provide OVC services to enable household graduation
  • Orient and support community structures to use project tools and ensure that all findings are well documented.
  • Collaborate with CBSD and police to identify and respond to cases of abuse.
  • Supporting mobilization for curricula-based interventions aimed at empowering OVC with life skills and knowledge to prevent HIV and attain decent livelihood
  • Building systems to ensure effective referral and linkages for OVCs to community support structures at both district and subcounty levels.
  • Under the guidance of the Cluster Coordinator conduct sub county quarterly review meetings and case conferences

Reporting and Documentation

  • Support collection and monitoring of Viral load results from the health facilities
  • Provide weekly, monthly and quarterly reports to the Cluster Coordinator on the progress of project activities
  • Support high quality reporting of OVC activities through the OVC West Central MIS, OVC MIS and other reporting systems
  • Support data quality assessments to ensure data accuracy and completeness of M&E tools including community/ facility registers and OVC integrated registers
  • Properly manage cases identified and ensure proper records are kept, client files regularly updated and rightly stored
  • Document the referrals and linkages in the health facility and GBV registers
  • Document and report OVC success stories on a monthly basis
  • Work with the M&E team to support the Activity special Action studies including the learning agenda
  • Compile and share Activity quarterly reports with subcounty CDOs.

Strengthen collaboration with clinical partners, health facilities, Local government and other service providers

  • Map out different service providers and government structures at sub-county level and update the referral directory quarterly
  • Under the guidance of the Cluster Coordinator network and share relevant information with other partners and government structures
  • Work with the CDO and Probation Officers to organize and conduct Child Wellbeing committees at Sub-county level and case conferences at health facilities
  • Support the commemoration of International Child, women and youth days at subcounty level
  • Under the guidance of the Cluster Coordinator support linkage to other service providers including VAC/GBV response, economic strengthening and education services for OVC.

Administration

  • Ensure that all project equipment under his/her care is kept in good working condition.
  • Timely requisition and accountability of funds allocated to activities
  • Effective of maintenance of motorcycles and completion of log books
  • Participate in weekly one on one planning and review meeting with the Supervisor





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Social Work and Social Administration, Community Development, Community health, Development Studies or related courses
  • At least three years of experience in community Practice, Case Management, HIV/TB, Nutrition related work with government institution or NGOs involved in community work
  • Additional Qualification in Child Protection is an added advantage
  • Strong Reporting and documentation skills.
  • Experience in implementing OVC USAID funded projects.
  • Ability to ride a motorcycle with a valid riding permit is an added advantage.
