About US:

The Security Council, by its resolution 1990 PDF Document of 27 June 2011, responded to the urgent situation in Sudan’s Abyei region by establishing the United Nations Interim Security Force for Abyei (UNISFA). The Security Council was deeply concerned by the violence, escalating tensions and population displacement. The operation will monitor the flashpoint border between north and south, and is authorized to use force in protecting civilians and humanitarian workers in Abyei. UNISFA’s establishment came after the Government of Sudan and the Sudan People’s Liberation Movement (SPLM) reached an agreement in Addis Ababa, Ethiopia, to demilitarize Abyei and let Ethiopian troops to monitor the area.

 

Key Duties and Responsibilities:

Within delegated authority, the Logistics and Administrative Officer will carry out the

following duties:

  • Develops and implements relevant plans for enhancing effectiveness of southern Main Supply Route inbound shipment delivery and optimizing use of the hub in support of the mission consequently contributing to overall realization of the end-to-end supply chain services.
  • Coordinates and provides logistics support to ongoing air and land movements operations within and related to the UNISFA Forward Support Hub, Entebbe area of operation (AO);
  • Monitors all aspects of work conducted within the Hub’s AO;
  • Ensures all UN Owned Equipment (UNOE), and assets, as well as premises and equipment leased by the mission, are utilized in conformity with UN Financial Rules, Regulations and established guidelines in the AO;
  • In coordination with Security Officer and MSC, draft local Logistics Support Plan (LSP) for Security Evacuation Plan;
  • Liaise with local authorities on local support required to facilitate UNISFA logistics operations at UNISFA Forward Support Hub, Entebbe AO;
  • Put in place administrative measures for the welfare of all personnel in the UNISFA Forward Support Hub, Entebbe in collaboration with the UNISFA Welfare Unit;
  • Ensures that logistics requirements take account of gender-specific needs;
  • Monitor quality of service delivery by vendors and contractors to UNISFA in the UNISFA Forward Support Hub, Entebbe AO;
  • Drafts and coordinates logistics plans and other documents supporting the implementation of logistics operations, as directed by the Chief of Section and the Chief of Mission Support Unit;
  • Drafts and coordinates inputs to logistics and supply chain reports, presentations, briefing notes, and other information documents required by the management, including inputs required by the UNHQ;
  • Liaises and coordinates logistics support with other units within the Mission Support Division, such as transportation, communications, movement control and procurement, and outside MSD with security and substantive offices;
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Ensures that logistics requirements take account of genderspecific needs;
  • Act as Sector Administrative and Logistical Officer for UNISFA Forward Support Hub, Entebbe;
  • Performs other related duties as required.





Qualifications, Skills and Experience:

  • The applicant for the United Nations Interim Security Force for Abyei (UNISFA) Logistics and Administrative Officer job must hold an advanced university degree (Master’s degree or equivalent) in logistics, business administration, public administration, engineering, or other related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • At least five (5) years of progressively responsible experience in surface and/or air transport, logistics operations in military, commercial or international organizations, or related area is required.
  • Extensive leadership experience of logistical and administrative matters in Peacekeeping operations, coordination with Military, Police and civilian entities is required.
  • Experience in leading a team in a complex operational and political environment is required.
  • Experience in providing administrative and operations management support in an international organization or the United Nations system, is desirable.
  • Languages: fluency in oral and written English is required.
