About URA:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

 

Job Summary:  The Supervisor Business Intelligence and Competence Centre will lead the design, development and maintenance of URA Business intelligence applications in line with the Data and business intelligence strategy.

 

Key Duties and Responsibilities:

Implement the Data warehouse growth strategy that aids Corporate performance reporting, risk management, resource allocation, compliance management and revenue modeling.   

  • Participate in the development and maintenance of the URA Business intelligence strategy.
  • Maintain the corporate data model in line with the corporate BI strategy.
  • Lead the development of data warehouse system requirements specification for creating data models, designing ETL/ELT processes.
  • Lead the design and development of scripts to pick data from different data sources.
  • Design, maintain and update URA data warehouse solution architecture.
  • Coordinate the Implementation of the new Business Intelligence model developments in line with the schedule.
  • Quality assure the Design, development and maintenance of the necessary data pipelines.
  • Conduct checks on Business Intelligence Server resources to identify storage and processing requirements.
  • Develop and implement the ETL development plan.

Lead the Development of business intelligence reports in order to inform management on areas for strategic focus.

  • Leads the development of reports and dashboards that identify patterns or trends of different business intelligence metrics.
  • Carry out the creation and maintenance of data-driven insights that drive URA decisions.
  • Identify the data sources, both internal and external and derive actionable insights
  • Participate in the engagements with other stakeholders in building a desired analytic culture across URA.

Implement the Data Governance &  Business Intelligence Initiatives in line with the URA business objectives.   

  • Develop and maintain the processes used to ensure that the BI teams are working efficiently and producing high-quality results.
  • Develop and maintain the BI technology plan in consultation with the relevant stakeholders.
  • Engage the IT infrastructure team and other stakeholders to optimize the performance of the data warehouse and business intelligence infrastructure.
  • Conduct version control of data warehouse architecture codes in line with the version control system.
  • Coordinate the identification and automation of ad hoc requests from the business analysts
  • Review various code designs and ensure efficient implementation of same.
  • Quality assure the design and implementation of unit tests.
  • Lead the Building of Machine learning algorithms and prototypes in line with the business initiatives.
  • Provide technical assistance to data analysts and architects on several projects.
  • Schedule and track system roll out activities and resolution of any issues arising.

Maintain and review data quality standards to ensure integrity of the corporate data.

  • Coordinate the Implementation of changes to the DWH environment.
  • Coordinate the resolution of data quality issues with in the Business intelligence solution.
  • Document the ETL good practice standards to be used.
  • Implement data quality recommendations
  • Manages the integration issue logs and documents the resolution plans.
  • Develop models to periodically review the data quality controls for adherence to standards.

Administration and support of the data warehouse to facilitate availability and usability.   

  • Lead the system Performance tuning activities.
  • Oversee the trouble shooting of issues as and when they occur.
  • Maintains the BI file system backup and ensures the backups are complete and reliable.
  • Work with the IT Security team and other stakeholders to implement the data security and integrity initiatives.
  • Review and update the user access matrix in line with the Data security policy.

Plan and manage the performance and development of staff under supervision so as to improve their productivity

  • Plan and budget for resource requirements in the business Unit and monitor the usage to ensure efficiency.
  • Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision.
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions.
  • Provide coaching and mentoring support to staff under supervision.
  • Initiate and implement activities/programs intended to create and harness teamwork in the business Unit.
  • Implement succession planning and any other staff related programs as introduced and approved in the organization.
  • Create and maintain a working atmosphere that fosters creativity and innovation in the team.





Qualifications, Skills and Experience:

  • The applicant must hold an Honour’s Bachelor’s degree or the equivalent of a Master’s degree in either; B.Sc. Computer Science, BSc Information Technology and any other related field from recognized academic institution.
  • At least three (3) years’ experience in Data Analytics systems in a reputable organization.
  • An impeccable record of integrity.
  • Data warehouse development life cycle certificate
  • Certification in Database Administration, ITIL
  • Any Data Management Certification
  • A good knowledge of Database systems
  • A good knowledge of Data ETL designs,
  • A good knowledge of Warehouse development life cycle
  • A good knowledge of Dimensional modelling.
  • Ability to perform both Oracle and also operating system performance
  • Be able to provide a strategic database direction for the organisation.
  • Good skills in all Oracle tools.
  • Should have sound communication skills with management,
  • Should be flexible when working (availability),
  • Should be widely Knowledgeable in various database application fields.
