About US:

The Uganda National Tuberculosis Reference Laboratory was started as the Uganda Bacteriological Investigation Unit in the late 1950’s under the then East African Community. The laboratory participated in anti TB clinical trials and drug toxicities under the then British Medical Research Council (MRC).

 

Job Summary:  The Monitoring and Evaluation Officer will a be full-time temporary employee of NTRL supporting grant activities funded through TIFA to ensure effective data generation, verification, storage and reporting, for grant activities using appropriate monitoring and evaluation (M&E) tools. Reporting to the NTRL Laboratory Manager, the Monitoring and Evaluation Officer’s salary and other benefits will be paid through a fiduciary agent hired by JSI in Uganda to provide fiscal management of the NTRL in-kind grant.

 

Key Duties and Responsibilities:

  • Develop and keep up-to-date the M&E plan for the NTRL’S TIFA-funded grant that track progress, and evaluate outcomes and the impact of the implementation.
  • Ensure that data related to the stated goals, objectives, and activities of the grant are captured using appropriate M&E methods.
  • Develop M&E indicators, data collection tools, and a database to evaluate the performance of country and grant indicators against set targets and maintain their custody.
  • Monitor and report on the progress, ongoing preparations, and performance indicator reports of the implementing countries.
  • Prepare a timely stakeholder engagement report upon completion of the activity. Maintain custody of the SOS grant database.
  • Review and update SRL’s country implementation matrix (that includes activities in the country implementation plan shared by the NTP) per country (4 total) to inform country engagements for the technical assistance, Review TORS for the planned TA visits prior to sharing with the country. This will ensure that TORS address country-specific actions detailed in the implementation matrix.
  • Review the country TA visit reports and update the country implementation matrix log. Share data, results, and other updates with the country NTP and SOS coordinator at SRL for follow-up of recommendations.
  • Support the analysis of data collected during TA missions, evaluate and report on project outcomes in the supported countries.
  • Oversee and manage all M&E activities of the NTRL SOS grant.
  • Evaluate and report on grant outcomes and impact in the implementing countries in the region.
  • Adhere to NTRL’s Human Resources (HR) Standard Operating Procedure (SOP) and code of ethics and conduct.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Statistics, Business Studies, Public Health, Social Sciences, Development Studies, Information Technology, and Quantitative economics.
  • Postgraduate training/Fellowship in Monitoring and Evaluation, project management or related field is an added advantage.
  • At least one year working experience
  • Proficiency in Statistical packages (SPSS, STATA, etc.), MS Office (Advanced Excel, Word, PowerPoint)
