Food for the Hungry (FH/U) is a Christian international relief and development organization that has been working in Uganda since 1989. FH is currently operating programs in Asia, Latin America and Africa with support offices in the UK, Canada, Switzerland, Sweden, United States of America and Japan. FH’s primary goal is to end all forms of poverty World-wide. In Uganda, FH is operational in the Districts of Adjumani, Kitgum, Lamwo, Kole, Kween, Mbale, Namutumba and Amudat Districts implementing programs in four main sectors of Education; Food Security and Livelihoods; Health/Nutrition and Disaster Risk Reduction; with the Head office located in Kampala.

 

Job Summary:  Under the overall guidance and supervision of the Program Delivery Manager (PDM), this role will be part of the Extended Management Team (EMT) and will plan, organize, coordinate and lead project implementation at a new Area Program. Will ensure projects stay on time, scope, and budget, promote practice of performance, accountability, and risk management in line with in line with FH’s “Transforming Field Experience (TFE)” re-imagination initiative. Co-lead technical design of technical projects with support from the technical program specialists in line with FH’s program design guidelines. Co-Lead together with the Sponsorship relations coordinator community awareness, relationship building with community leaders, churches and families. Consequently, overseeing registration of children at the new area program. Support the ecosystem approach of accountability for all functional departments of finance, procurement, admin, programs, HR and business development.

 

Key Duties and Responsibilities:

Program Delivery

  • Lead design of new Area Program with the support of the technical leads and PDM
  • Provide input in project proposals especially result frameworks, budgets and M&E events
  • Ensure program quality, streamlining, learning, and improvements to implementation approaches.
  • Ensure program performance using performance metrics of time, budget and scope.
  • Consequently, ensure program business systems of Smart sheet, World Link 3 and Power Bi are adequately used and tracked in support of Quarterly Balance Score Card (BSC) performance.
  • Lead and design major M&E events not limited to Baselines, Evaluations and assessments of projects in line with FH’s M&E guidelines.
  • Lead in developing Annual planning tools (APTs), M&E plans, Indicator tracking tables, sustainability plans.
  • Lead and review monthly Budget Variance Analysis (BVAs) and prov ide appropriate feedback to the PDM
  • Work closely with Grants Finance officer to ensure compliance with donor guidelines in reporting, procurement and expenditures. Strategic partnerships development for business acquisition and growth
  • Work with the PDM to engage local entities to strengthen the engagement of country leadership with current and new donors in coordination with business development plans.
  • In coordination with FH’s Business Development and program leadership, develop and strengthen new and existing relationships with public and private sector donors and academia and position FH as a preferred partner.
  • Co-lead in advocating for organizational resources to pursue opportunities in the AP.
  • In collaboration with the PDM, and in collaboration with the Technical program specialists, ensure that programming and business development activities align with AP strategies and advocate for organizational resources in support of these strategies. .
  • Oversee new initiatives, new geographies, and new partnerships across the AP

Financial, Procurement and Risk Management

  • Ensure prudent financial management across projects in line with FH financial management policy and donor guidelines
  • Co-lead together with POs and come up procurement plans with appropriate lead times to ensure timely acquisition of goods and services and track procurements in line with procurement tracker and plans.
  • Lead in development of risk registers and development of strategies to manage risks across the projects.
  • Lead compliance to all FH, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the program with limited supervision, Coordinate dissemination of assessment of risk management and accountability practices and guidelines; Facilitate awareness raising sessions and training to increase FH/AP’s capacity to prevent, mitigate and respond to risks.
  • Promote FH’s Community-System for Accountability and Feedback (C-SAFE) to provide an opportunity for program participants to provide feedback about FH’s work. Consequently, close feedback loops and provide opportunities for adaptive programming across communities.
  • Conduct safeguarding risk assessment and integrate safeguarding measures in programs, and operations with support from HR, Regional and Support Office Safeguarding units/focal point person;

Leadership, culture and talent development

  • Supervise POs, MEAL and Finance staff to ensure program performance meets the agreed bench marks in line with the country’s strategic direction.
  • Conduct performance management processes including refining of JDs, setting of performance goals, periodic appraisals for direct reports
  • Provide on-boarding, mentorship and coaching of young and emerging leaders across the program portfolio.
  • Provide opportunities for growth and capacity building for emerging leaders and support internal growth
  • Support biblical justice initiatives and ensure the rights of the people we serve are considered in program design
  • Other duties as assigned

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree or equivalent combination of education and experience in development studies/social sciences, business administration, and development agricultural sciences, environment and resilience programing.
  • Post graduate qualification in project management, management, development studies or M&E is an added advantage
  • Five years of experience in program management, compliance, financial management experience.
  • Vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor and in full agreement with FH’s Christian beliefs expressed in The Heartbeat.
  • Demonstrated computer -operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype, google meet and/ or Zoom.
  • Experience with working with private and institutional donors.
  • Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial, and opportunity development
  • Language: Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals is satisfactory. Ability to speak local language of the area is an added advantage.
