About USAID Project:

EGPAF is a consortium partner for USAID’s funded Uganda Health Activity (UHA) which aims at helping to improve overall health system resilience and to increase the survival and well-being of vulnerable populations in USAID Uganda priority districts.

 

Job Summary:  The District-based Integrated Program Officer will lead the planning and implementation of integrated health (MNCH, FP, Nutrition, WASH, HIV/AIDS) and HSS (Supply chain, public Health Finance management, HRH, District stewardship/coordination, and community systems ) activities in the districts of support. She/he will coordinate with a team of Technical Advisors to ensure that all technical guidance is incorporated into the district work plans to increase the availability, accessibility, and quality of integrated health services including HIV prevention, Care, treatment, and other primary care services. She/he will work closely with the District Health Department to adequately plan, timely implement, and effectively monitor the execution of the project activities while ensuring adherence to MOH set standards; and incorporating lessons learned over time to improve systems and processes for enhanced service delivery.

 

Key Duties and Responsibilities:

  • Provides technical guidance and leads the implementation process of the integrated health program (HIV/AIDS, FP, MNCH, Nutrition/WASH) in the supported districts assigned.
  • Improves the quality of and access to HIV/AIDS services in project-supported sites by adopting and institutionalizing quality improvement and Site Improvement and Systems Monitoring (SIMS) approaches.
  • Assists in setting up and running special clinical services and tracking progress at individual sites through site visits and district reports, in collaboration with MOH and the EGPAF program team.
  • Support the integration of quality improvement approaches into health services delivery at the health facilities within the districts.
  • Closely support the project M&E team, and individual project staff in ensuring reporting of health facility results on a quarterly and monthly basis happens.
  • Coordinates and participates in capacity building of district and site teams through organizing and conducting mentoring and coaching; CMEs and occasionally formal training.
  • Provides technical guidance to the district teams for annual and quarterly work plan development.
  • Manages project finances and other resources related to the implementation of activities in the assigned district in line with the Foundation finance guidelines.
  • Prepare monthly, quarterly, semi-annual, and annual programmatic district performance reports and their submission within stipulated deadlines.
  • Strengthens the quality of health services and data through supportive supervision and monitoring visits to the supported health facilities.
  • Participate in process of data auditing and verification to ensure internal consistency and validity of project activity monitoring data reported by all districts, through quarterly data verification and auditing visits.
  • Facilitate the interpretation and use of M&E data, through the quarterly district-level and facility-level review meetings between the project, the district health team, and health care workers; guide the identification of performance gaps and development of remedial actions through quality improvement.
  • Coordinates with the district health departmental leadership and other relevant implementing partners in the districts of support to ensure smooth implementation of project activities.
  • Carry out any other duties reasonably assigned by the Supervisor.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in medicine.
  • At least five years of professional experience working in HIV/AIDS prevention, care & treatment programs, and experience in Public Health Systems.
  • Hands-on knowledge and skills in designing, planning, implementing, and monitoring
  • pediatric, adolescent, and adult HIV clinical care programs and PMTCT.
  • Good understanding of the MOH quality improvement framework and quality improvement principles.
  • Good knowledge of the decentralized health system and community structures.
  • Practical experience in managing pediatric, adolescent, and adult ART services.
  • Sound understanding of current issues and developments in the fields of HIV/AIDS and PMTCT services.
  • Clear commitment and record of achievement to building the capacity of local partners.

 

Competencies:

  • Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
  • Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
  • Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results and have good Trainer Skills.
  • Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
  • Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
