Terms of Reference for Feasibility Studies and Business Plans Consultant

 

Introduction

Ntake Bakery and Company, in partnership with Private Sector Foundation Uganda and the Mastercard Foundation- Young Africa Works, is implementing the Work Opportunities in Wheat (WOW) Project under the – Enhancing Lead firm structure for youth employment in Uganda.

 

The projects targets to create 4,956 decent and fulfiling work opportunities for youth aged 18-35 years along the wheat value chain in districts; Kapchorwa, Kween Bukwo, Rubanda, Kabale, Kisoro, Rukungiri Kanungu and Bundibugyo

 

Specific Objectives of the assignment

The current activity is expected to document feasibility of national wheat grain production and craft a business plan to guide the same. The exercise shall also support related business planning requirements as shall arise among the on-boarded actors.

 

Scope of Work (SoW)

On top of the established standard professional output from Feasibility Studies and Business Plans Consulting assignment, assignment will include the following tasks/ deliverables:

  1. Document the required changes in attitudes, policy and donor support needed to adapt farming systems, empowering farmers, and developing value chains for seeds, input supply, and output markets, needed to unlock the wheat potential.
  2. Propose measures towards integrating wheat into existing faming systems without necessarily crowding out other profitable crops and livelihood options for the poor, within the existing farming systems
  3. Identify the enabling conditions for the cause.

 



Consultant/service provider Qualification

The lead consultant should demonstrate the following qualifications:

  1. PhD, MBA.staistics, economics, rural development and better qualification in relevant agriculture fields such as wheat breeding and agronomy, agribusiness, financial management, microfinance and other relevant fields
  2. Previous similar experience in designing and developing training manuals and preparing high quality reports relating to wheat activities
  3. Track record of working on Cereals related projects

 

Duration of assignment

The assignment will be for 3 months and start from September, 2022 .

 

Selection Criteria

Submitted proposals will be evaluated based on the following weighted criteria

  1. Technical proposal – 40%
  2. Financial proposal – 40%
  3. Previous experience – 20%
