Job Summary: The Contracts and Grant Officer will be responsible for the provision of contract and sub-agreement support to sub awardees and will ensure compliance with the terms and conditions of the awards, applicable to PATH and other donor administrative principles, polices and regulations. S/he will report to the Contracts and Grants Manager and will work closely with sub awardees, the finance team, and program teams to ensure compliance with all policies and procedures as outlined in the grant documents.
Key Duties and Responsibilities:
- Work collaboratively with the Contracts and Grants Manager to prepare and or modify sub agreement award documents.
- Participate in Pre-Award assessment process and ensure organizations have the capacity to appropriately manage their sub award.
- Participate in the analysis and evaluation of grant applications.
- In collaboration with the program teams, and Finance team develop grant budgets that correspond with Sub Awardee’s technical scope of work.
- Maintain the subaward pipeline tracker on monthly basis and ensure subawards have adequate liquidity and spend within the obligated thresholds.
- Ensure Subawards comply to donor regulations and that the basic cost principles are upheld in all transactions reported.
- Work collaboratively with Finance team and the program staff to monitor subrecipient performance to ensure that financial reports are in sync with program deliverables.
- Receive and review sub recipients’ financial periodic report for completeness, accuracy and compliance to grant terms & conditions .
- Receive and review sub awardee accurate and verifiable invoice for funding in a timely manner.
- Work with the finance team and ensure sub awardee disbursements are executed in a timely manner by preparing complete and well supported disbursement requests.
- Monitor Sub Awardees’ expenditures against approved budgets and program objectives/milestones and that there is compliance to reporting as per the grant agreement.
- Provide on-going technical assistance, mentorship and on-the-job training as necessary to Sub Awardees to administer their sub agreements in compliance with all terms and conditions.
- Transfer grants management skills to local partners at site level.
- Ensure amendments to contract are developed and processed in a timely manner, whenever required.
- Address problems or concerns with management of Sub Awards in a timely and effective manner.
- Maintain a list/log for each Sub Awardee of significant deficiencies and the status for each deficiency, e.g., resolved, steps being taken.
- In collaboration with the Finance team, provide identified capacity building training to Sub Awardees on the basics required to manage the grant based on appropriate donor rules and regulations.
- Hold accountable subaward focal point persons for the closing of all outstanding audit and review findings and that these are addressed and resolved in a timely manner.
- Assist in the sub agreement closeout process.
- Provide ad hoc reports to Contracts & Grants Manager or PATH staff as requested in a timely and accurate manner.
Qualifications, Skills and Experience:
Education/Experience Requirements
- Four(5) years’ experience in grants/contract administration
- Bachelor’s degree in finance/Accounts (or equivalent)
- Certified Public Accountant (CPA) added advantage
- Familiarity with Grants/Contract Management procedures for funds from institutional donors.
- Accounting knowledge/and or background
- Exceptional ethics and professional comportment
- Strong team player
