About US:

The Uganda Retirement Benefits Regulatory Authority (URBRA) was established pursuant to section 2 of the Uganda Retirement Benefits Regulatory Authority Act 2011, No. 15 of 2011. It is an autonomous body responsible for regulating the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sectors. The Authority is responsible for supervising institutions which provide retirement benefit products and services.

 

Job Summary:  To budget, plan and provide financial advice to the Authority.

 

Key Duties and Responsibilities:

  • Implement and evaluate financial plans and strategies aimed at efficient and effective receipt and disbursement of funds.
  • To develop and implement effective financial management systems and procedures aimed at improving financial reporting and accounting
  • To implement stringent expenditure control procedures
  • To analyze financial information detailing assets, liabilities and capital and preparing financial statements and other reports
  • To oversee implementation of financial management systems
  • To supervise preparation of payment vouchers and cash book records as well as financial statements and entries to monthly accounts
  • To oversee reconciliation of the cash book and bank transactions, reconciliation of statutory levy collection records as well as reconciliation of the assets register with the general ledger
  • To oversee the proper maintenance, storage and security of financial and accounting documents
  • To oversee the preparation of tax returns to ensure compliance with periodic tax payments, information reporting and other statutory requirements
  • To develop funding proposals to access grant funding opportunities from governmental agencies, development partners and private foundations
  • Supervise staff in the department




Qualifications, Skills and Experience:

  • The ideal applicant must hold a bachelor’s degree in either Accounting, Business Administration,
  • Finance, or Commerce from a recognized institution
  • Master’s degree in any of the above fields
  • Full professional qualifications in either CPA or ACCA
  • Member of the Institute of Certified Public Accountants of Uganda (ICPAU).
  • At least seven (7) years relevant work experience in Accounting and Finance four (4) of which should have been at either Principal Accountant in a Government Institution or Senior Accountant in a reputable private institution or Non-Governmental Organization.
