About EpiC project:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently are implementing COVID-19 activities in 45 countries.

 

 

Job Summary:  The EpiC Senior Finance and Grants Officer will support the EpiC Uganda Finance and Operations Manager in all financial management, administration, grants management and other operational functions of the project. They will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI 360 policies, procedures and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Uganda branch office to ensure application of FHI 360, USAID and other donor-related regulations, policies and practices. The position will be based in Kampala, Uganda.

 

Key Duties and Responsibilities:

Finance

  • Prepare and review the projects’ activities, pipeline reports, and budget for compliance with USAID and FHI 360 standards.
  • Prepare monthly financial pipeline and other reports for submission in accordance with FHI 360 directives.
  • Ensure timely closure and submission of monthly financial and accounting reports and any other specifically required financial reports, such as quarterly pipelines to HQ.
  • Perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.
  • Support the development of national and regional-level budgets for program activities, working closely with finance and program staff.
  • Assist in communicating with the bank on all issues related to the project, including bank account balances, check book requests, bank statements etc.
  • Coordinate with the Finance and Operations Manager and other FHI 360 Uganda staff for audits and assist in ensuring that the audit recommendations are effectively implemented.
  • Review payments to ensure documentation and process are in line with FHI 360 cost principal requirements.
  • Review accounting transactions to ensure costs are charged to correct codes before releasing them to the accounting system.

Grant and sub award

  • Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
  • Conduct regular site visits to sub awardees to check compliance, follow-up on special award conditions, and provide capacity building support and coaching.
  • Review sub awardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports and submit to the Finance and Operations Manager.
  • Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
  • Perform spot checks and monitoring visits of the subgrantees in accordance with FHI 360 and local regulations requirements.
  • Prepare sub award budget modification.
  • Performs other relevant duties as assigned by the Finance and Operations Manager.




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in Finance, Accounting and Business Administration or its international equivalent.
  • At least five to eight years of progressively responsible accounting, finance and operational management, and experience in a government contracting environment.
  • Minimum of 3 years working experience in grants management.
  • Budget development skills for United States Government (USG), preferably USAID, funded projects, and general ledger skills.
  • Post-graduate professional qualifications such as CPA/ACCA is an added advantage.
  • Good analytical, numerical, and problem-solving skills.
  • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
  • Ability to develop effective work plan and priorities to meet business objectives.
  • Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures.
  • Demonstrated expertise in building effective relationship with key stakeholders.
  • Familiarity with Ugandan public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) is highly desirable.
  • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
  • Ability to interpret financial and other quantitative information and reports.
  • Good report writing and documentation skills.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Ability to work collaboratively, productively, and sensitively within a multidiscipline, multicultural and multigender environment.
  • Well-developed computer skills.
  • Fluency in English is required.
  • Position open to Ugandan nationals or individuals who have the legal authority to work in Uganda
