Job Summary:  FCA is looking for Education Program Officer to assist the education unit at both head office in Kampala and field level through provision of technical guidance for quality project design, planning, implementation, monitoring and quality assurance of education programme activities, strengthening the capacity of education project officers and education project assistants. He/She will also play representation and coordination role at different levels under the supervision of the Education Specialist/Head of education .

 

Key Duties and Responsibilities:

  • Build/strengthen the capacity stakeholders (DEO, SMCs, PTAs and BOGs) on quality education delivery approaches, strategies and guidelines, such as Accelerated Education Program, double shift school system, bridging and catch-up.
  • Provide technical support and guidance to education staff and specifically Education Project Officers (EPOs) and Education Project Assistants (EPAs) in identifying education gaps and priorities, such as teachers’ professional needs, infrastructure gaps, follow up on retention and transition, community mobilisation, child protection and inclusion issues, and support etc., across ECD, Primary, Secondary and AEP levels
  • Ensure regular review of plans and implementation of education activities with the responsible field staff (Project managers, EPOs and EPAs) are aligned with internal, Governmental and EIE/INEE specific standards and policies.
  • Closely work with the MEAL team to ensure designed data collection tools, program monitoring, evaluation and learning tools for tracking performance and progress are feasible and aligned across projects
  • Support in teachers recruitment and orientation
  • Support coordination of quality education programming with relevant stakeholders like DEO, education and Child protection partners, UNHCR, OPM and other stakeholders




Qualifications, Skills and Experience:

  • The applicant must hold a Degree in Education (Primary, Secondary, Teacher education or education administration and management)
  • Experience in implementing Education Programs and/or similar humanitarian programming in a refugee setting (minimum 4 years)
  • Experience in conducting trainings for Teachers, District education staff, School management committees, PTAs etc..
  • Knowledge of current developments in education programming, especially; Education in Emergencies (EiE), such as the Accelerated Education Program (AEP) curriculum, new lower secondary curriculum, abridge curriculum, double shift guidelines, child protection minimum standards, inclusive education and conflict sensitive education
  • Previous experience in AEP implementation, project and financial management is an added advantage
  • Flexible and capable of working in multicultural environment
  • Detailed and thorough understanding of the refugee context in Uganda and working with OPM, UNHCR, local and international non-profit organisations and other relevant stakeholders
  • Willingness to frequently travel to other project locations in different settlements
  • Team player and able to work effectively in an environment of both technical and non-technical staff.
  • Excellent inter-personal and inter-cultural skills and vibrant, open and flexible personality who is eager to learn
