About US:

The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa with strong emphasis on infectious diseases through research, and capacity development. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach. IDI invites applications for the following full-time positions for upcoming US government (USAID) sponsored projects for delivery of services for HIV/AIDS and related health conditions.

 

Job Summary:  The Private Public Mix Officer will be seconded to NTLD and will focus on enhancing NTLP’s leadership role in the engagement of the Private Sector for improved TB case identification and treatment success as well as private sector participation in the National TB response. S/he will work closely with the NTLD technical team of the technical teams at NTLP to fully integrate the private sector needs for improved participation and partnerships

 

Key Duties and Responsibilities:

Support to the NTLP and other entities for the enhancement of leadership for TB control:

  • Coordinate the PPM TB response at the Ministry of Health -TB/Leprosy Division aligning it to the wider MOH Private Sector frameworks
  • Provide technical assistance to subnational levels for improved private sector participation in TB response in collaboration with the regional partners and stakeholders.
  • Provision of administrative support to NTLP Programme manager in relation to coordination and partnership building and resource mobilization;
  • Coordinate and assist in steering and implementation of resolutions of the National PPM TWC for TB
  • Ensure that current national TB policies and regulations have taken into consideration the private sector needs for a harmonize response and accelerated participation of the private sector in TB response.
  • Support the coordination of NTLP responses to TB related emergencies involving the Private sector.

Partnership building and resource mobilization:

  • Identify opportunities for partnership building and resource mobilization with private sector stakeholders and institutions in Uganda and beyond;
  • Contribute to resource mobilization especially from the Private Sector as a complementary funding source
  • Build on and manage relationships with current and potential partners

Support the strengthening and expanding of public-private mix (PPM) approaches for TB care and control, in line with the national policy framework

  • Work with the NTLP to functionalize the National PPM Guidelines adapted from WHO.
  • Support the NTLP and the health care authorities of Kampala, Mukono and Wakiso to map, identify and engage private health providers in the detection, notification and treatment of tuberculosis.
  • Work with the NTLP to develop and implement a system for accrediting and regulating private facilities providing services for TB diagnosis and treatment.
  • Collaborate with the logistics team at MoH-NTLD to improve access to TB treatment and prevention services among patients receiving care in the private facilities.
  • Implement programs for capacity building, supportive supervision and mentorships in TB management in the private sector.
  • Support capacity building in TB management and provide recording and reporting tools.
  • Develop and/or strengthen systems for improved bi-directional linkages between Private Sector and Public Sector for improved access to TB screening, diagnosis, treatment, retention and prevention or private diagnostic and treatment units.
  • Participate in the implementation of urban TB care and prevention strategies for Kampala, Wakiso and Mukono, municipalities and major towns across the country.
  • Ensure participation of Private Sector TB Service providers’ participation in the TB External Quality Assurance scheme.
  • Support monitoring Private section contribution to the national TB response in collaboration with the MEL team within LPHS-TB Activity and at MoH-NTLD
  • Increase involvement of traditional medical practitioners in TB care.
  • Develop strategies for engaging the corporate world in TB prevention and care.
  • Lead in the development of bi-directional linkages between communities and private Sector TB service providers for enhanced TB diagnosis, treatment, retention and prevention services.
  • Support documentation and sharing of best practices in engagement of the private sector.





Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s Degree in Medicine and Surgery
  • Advanced training in Public health, MBA is an added advantage
  • At least three years of work experience in integrated health programming within government, NGO or private for profit institutions
  • Proven ability to coordinate activities of different stakeholders at national, district and community level.
  • A working experience of Quality Improvement approaches
  • Proven ability to conceptualize, innovate and execute ideas, as well as transfer knowledge and skills to policy makers and to the private sector
  • Excellent interpersonal skills
  • Experience with USAID and donor projects is highly desirable
  • Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with members of the private sector
  • Ability to influence other collaborating organizations engaged in TB & HIV control programs to adopt appropriate strategies for improving the programs for patients with TB/HIV co-infection is an important skill required for this position.
  • Ability to effectively network with NTLP’s partners, donors and other international organizations, seizing opportunities to build strategic alliances relevant to NSP’s strategic objectives;
