THETA – Uganda has been at the forefront of fighting HIV and AIDS in Uganda working at both the National, District and Community level. THETA’s Mission is to improve the health of the most vulnerable members of society by promoting health and preventing disease through capacity building, advocacy and research in partnership with traditional and biomedical health care systems and communities.

 

Job Summary:  The Monitoring & Evaluation Officer will mainly develop, implement, and monitor M&E tools and any other instruments, for measuring and tracking Project programmes, performance, progress and impact for purposes of planning, reporting and decision making in line with the M&E framework, strategy, THETA Project design and Donor requirements

 

Key Duties and Responsibilities:

  • Design, operationalize and implement project monitoring tools and data collection procedures e.g. Logical framework, Project Performance Tracking, Performance Indicators, Data Flow Chart, and M&E manual in line with THETA principles
  • Create and implement procedures for training staff on data management, data analysis and results-oriented monitoring and evaluation, report writing techniques and requirements
  • Review the performance of existing management information systems, identify strengths and weakness, to propose solutions including modification of resources.
  • Perform regular field visits to districts of operations to ensure the quality of data collected by CHWs, project staff and verify the accuracy of the reported area in line with the M&E framework.
  • Access and implement mechanism to steer Program Teams while designing systematic and realistic performance monitoring plans that capture quantitative and qualitative data to report on project performance indicators in accordance with THETA Objectives
  • Design and implement program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
  • Facilitate capacity building process of Assistant Project Officers on knowledge, skills and competencies necessary for effective M&E through training and coaching in accordance with the M&E Framework.
  • Access and implement mechanism to steer the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes.





Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s Degree in Social Sciences, Statistics, Public Health, Quantitative Economics, Computer Science, Population and Demography or Information technology
  • Post graduate studies (Diploma) in M&E is an added advantage.
  • A minimum of three years of work experience is required preferably in an NGO setting.
  • Excellent written and oral English communication skills are required, excellent coordination and organizational skills.
  • Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
  • Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
  • Experience with statistical packages (e.g. SPSS, STATA) and familiarity with IT applications to support M & E and information management an added advantage.
  • Ability to facilitate capacity building and training at different levels for M & E.
