Job Summary:  Under the supervision of the VAM officer, the Programme Policy Officer (Food Security & Nutrition assessment) will provide technical support to the planned Food Security and Nutritional assessment (FSNA) in refugee settlements and host communities.

 

Key Duties and Responsibilities:

  • Carry out study design including sampling and development of study tools in line with the research questions of the assessment.
  • Conduct field data collection of both quantitative and qualitative data.
  • Conduct analysis of data collected in line with SMART data analysis protocols and quality assurance criteria.
  • Report writing of analysis findings and indicators as per the FSNA report template.
  • Creation of Power BI dashboard for FSNA data, annual time series and other analysis
  • Support the TWG in the dissemination of assessment findings and recommendations and develop tailored communication messages and briefs.
  • Document lessons learned and best practices.
  • Provide support to any other assigned actions and activities





Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations World Food Programme (WFP) Programme Policy Officer (Food Security & Nutrition assessment) job should hold an advanced (masters) university degree in either agriculture, economics, food security, statistics, data science, nutrition, geography, geospatial mapping, rural development, or other related fields.
  • Five years of experience in Food security and nutrition analyses
  • Highly knowledgeable in food security, nutrition, and health practices, theories, and emerging concepts.
  • Proven experience working in multistakeholder platforms and capacity building of government and development counterparts, mentoring and training.
  • Sound understanding and knowledge of nutrition analysis especially SMART nutrition surveys, SPHERE standards among others
  • Excellent data analysis capacity and previous experience writing reports of large population-based surveys
  • Excellent understanding of the Government and WFP institutional frameworks
  • Good knowledge of software Microsoft Office (MS Word, Excel, PowerPoint, Access), SPSS, STATA, Excel, Power BI.
  • Excellent communication and interpersonal skills
  • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

 

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
