Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

 

Job Summary:  The Project Officer is responsible for working with KCCA, Division leadership, the Ministry of Health, health facilities and community structures to oversee the implementation of project activities to achieve the set objectives, and play the role of the key liaison officer while networking and coordinating with other partnering agencies. S/he will ensure the efficient utilization of resources to achieve project objectives, oversee the timely delivery of services, and accurate reporting and document submission to GIZ. S/he will also contribute to improved data management, reporting/dissemination and linkages along the COVID-19 Home base care program in GIZ/Baylor-Uganda supported divisions. He/she will work closely with KCCA and division health leadership under the public health services and environment directorate to coordinate activities to support intra/ inter facility linkages and facility –community linkages in the Kampala metropolitan area including capacity building activities.

 

Key Duties and Responsibilities:

  • Work with the Project management team to plan, budget and implement project activities
  • Support the project staff to organize regional inception meetings.
  • Work collaboratively with the KCCA surveillance teams, Division leadership and cluster coordinators to provide technical assistance to health facilities and community health care workers/VHTs on data management, reporting, and implementation of the home-based care model in the Kampala metropolitan area
  • Lead supportive supervision, training at the division, cluster and parish, and health facility and community level
  • Ensure appropriate data management reporting, dissemination and use in compliance to established guidelines
  • Participate in incident management/technical working group meetings and other stakeholder engagement meetings for COVID-19 surveillance, laboratory and home-based care in the Kampala metropolitan area
  • Prepare weekly project reports and coordinate logistics for implementing planned activities
  • Oversee data management including data entry, data validation, analysis, reporting and dissemination
  • Support the processes of optimizing the use of existing KCCA COVID-19 data management reporting system including their interoperability with DHIS2/MoH reporting system
  • Work with Division leadership and cluster coordinators to improve access to surveillance and Home-based care related data through coordination, collaboration and technical assistance
  • Support logistic and technical support for information sharing, training and mentorship activities using various approaches (in-person and virtual)




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in health-related field or behavioral sciences.
  • Experience in conducting and/or coordinating public health activities is essential
  • Additional training in field epidemiology/public health and/or project management is an added advantage.
  • Three years of relevant experience
  • Demonstrated consultative and negotiation skills
  • Excellent oral and written communication skills
  • Experience and proficiency in data analysis, analytics and visualization applications, including GIS
  • Demonstrated proficiency in Microsoft office package and statistical software applications
  • Teamwork, ability to travel in-country and work in a complex project implementation environment with multiple tasks, short deadlines under intense pressure to perform, plan and organize tasks
