About TaRL in VVOB Uganda:

Since 2020, VVOB has been implementing TaRL in the refugee and host community districts of Isingiro, Terego and Madi-Okollo. The TaRL programme is currently operating in 180 schools, of which 90 are in Isingiro. You can read more about the current TaRL programme here. Pending funding approval, VVOB anticipates expanding to additional schools in Isingiro district and to start operations in the Rwenzori region. District Support Coordinators are stationed in VVOB operational districts where they maintain a close collaboration with the District Education Offices.

 

Job Summary: As the Project Coordinator LEAP, you will be responsible for coordinating the planning, implementation and monitoring of programme and ensuring quality and fidelity of all programme results.

 

Key Duties and Responsibilities:

  • The LEAP programme will be implemented in national teachers’ colleges of Mubende, Kabale and Unyama and the National Instructors College of Abilonino partnering with the Ministry of Education and Sports, and a range of other partners in the skilling, agriculture and education sectors.
  • As the Project Coordinator, you will be responsible for coordinating the planning, implementation and monitoring of programme and ensuring quality and fidelity of all programme results.
  • The project coordinator reports to the Education Manager and work closely and directly with colleagues in the LEAP programme, the education department, and all other departments of VVOB in Uganda.
  • Learning Entrepreneurship and Agriculture Practically (LEAP), 2022-2026
  • The LEAP programme aims to improve the quality of agriculture and entrepreneurship teaching and learning in Uganda’s lower secondary (O-level) and secondary technical and vocational education and training (TVET) schools. The programme introduces a model of effective, gender-responsive agriculture and entrepreneurship education that combines study and career guidance, project-based learning for agripreneurship, and work-based learning and that links schools to the agriculture world of work for the delivery of these three components. Over the course of five years, an estimated 250 pre-service BTVET instructors, 1,770 pre- and in-service O-level teachers and 250 in-service school leaders in the catchment areas of the National Instructors College Abilonino (NICA) and National Teachers Colleges (NTCs) Kabale, Mubende and Unyama will be equipped with the competences to do so, reaching 628,460 O-level learners and 13,715 learners in secondary TVET. These educators will benefit from quality pre-service and continuous professional development (CPD) opportunities provided by NICA and the three NTCs. This programme contributes to the achievement of Uganda’s National Teachers Policy, Skilling Uganda agenda, SDG 4 (Quality Education) and contributes to the ILO’s global commitment on Decent Jobs for Youth.

 As a quality caretaker, the VVOB project coordinator employs agile project management skills to ensure the impact, sustainability, relevance, efficiency and effectiveness of the project at country level. Responsibilities include:

  • You articulate priorities and strategic targets per each quadrimester to support your project team in planning activities and resource allocation. You facilitate planning and review meetings to operationalize these strategic targets at the end of every quadrimester.
  • You liaise with the MEAL Advisor and Strategic Advisor (M&E and Research) to review progress on key result areas and ensure the team aligns their activities to the available evidence and learning.
  • Taking the lead in participative project planning
  • Ensuring that project implementation is prepared and monitored effectively in line with VVOB policies, and that actions are taken to keep on track
  • Ensuring that local systems and procedures are followed for accountability, transparency and risk management purposes (high quality supporting processes)
  • Planning, coordinating and monitoring the project budgets and, in collaborating with the VVOB finance teams, submitting regular financial reports, hereby adhering to VVOB’s and donor’s financial policies, guidelines and requirements
  • Coordinating, submitting and communicating progress reports to project team members, VVOB Uganda management team, partners and donors
  • Contributing to internal and external knowledge development by systemizing lessons learned and sharing pro-actively lessons learned between partners, colleagues and other VVOB country teams.
  • The Project Coordinator liaises with the operations unit to ensure conditions for effective work implementation are met and ensures the team works within the administrative regulations. Where needed the PC provides feedback and shares proposals to ensure these procedures remain agile.
  • The Project Coordinator regularly reviews the risk register and performs trouble shooting when problems arise; calling in the required colleagues and departments to solve problems.
  • The Project Coordinator ensures programmatic progress and challenges are well reported and brought to the attention of the necessary colleagues.

As a leader and role model, the project coordinator guides and coordinates the project and supports and motivates the project team to achieve results.

Responsibilities include:

  • As the face of VVOB Uganda to the operational partners, you consistently conduct your work in an inspirational, professional, result-oriented, collaborative and development-oriented manner.
  • Developing and maintaining a sound network with all relevant internal and external stakeholders, representing the project to all relevant stakeholders and authorities, and ensuring the work of all local partners on the project is coordinated
  • Taking the lead in organizing regular working-level meetings with the operational partners and other relevant partners to track and review progress in implementation.
  • Guiding, coaching and supervising project team and ensuring the development and implementation of their work plans against agreed quality, costs, timelines and expected results
  • The project coordinator has an eye for talent, knowing where to position each team member for effective delivery of your programme. In addition, they liaise with the education Manager to lay out a work distribution and structure that enables the team to work in an agile manner and creates a rhythm to work processes, balancing results with a people-centred approach.

As an expert, the Project Coordinator offers technical advice, guidance and support to contribute to organizational development and project results.

  • You seek and use data to inform project implementation and work strategies of your team
  • Keeping abreast with policy trends, new developments and latest research and thinking in education and international development by external and internal networking and sharing new insights with partners and VVOB colleagues
  • Contributing to internal and external communication, amongst others by writing success stories about educational change
  • Pro-actively identifying opportunities for funding and contributing to the development of grant proposals for potential donors
  • Taking up a variety of roles in the capacity development process of the partners according to the needs of the partner and situations and phases of the programme.
  • Developing new and sustaining existing relationships with selected projects and organizations at district, regional and national level.
  • Continue to seek professional development opportunities in relevant fields according to the evolution within VVOB and for effective delivery of your portfolio.





Qualifications, Skills and Experience:

  • Relevant Master’s degree or equivalent experience preferably in education, international development, public policy or a related field
  • At least ten years of relevant experience in project coordination and project management (planning, budgeting, monitoring and report writing), preferably working to strengthen government systems and structures.
  • At least three years of demonstrated experience with change management and capacity development processes in the context of educational systems
  • At least two years of experience in a position working closely with external stakeholders, preferably with multiple partners
  • Experience with working in and leading a multicultural team
  • Demonstrated ability to achieve results in bureaucratic environments
  • Strong time and project management skills combined with team coordination
  • Flexible with a proven ability to multitask and adjust to changing circumstances
  • Fluent in English, both verbal and written
