Job Summary:   The Finance Officer is responsible for routine financial accounting functions including processing and recording of transactions on the system and supporting period-end processes. The role supports the Finance Manager to implement effective and efficient financial controls within the context of the country’s strategy as well as the global finance team objectives. The role will also support non-finance staff in planning, budget management, and rolling forecasting processes.

 

Key Duties and Responsibilities:

Financial Accounts Management

  • Ensure the safety and effective use of WAU financial assets and inventories. This includes monitoring of vehicle fuel consumption and performing periodic cash counts and stock counts
  • Follow up and monitor staff cash floats and loans to ensure advances are liquidated in line with Organisational policies and procedures.
  • Prepare and submit accurate schedules of statutory deduction and accounts, within government timelines.
  • Maintain Pension fund records and update staff and fund managers of the position for the pension fund on a regular basis
  • Provide relevant information for the monthly cash flow forecasts and support the Finance Manager in ensuring a successful, and timely Sun systems month-end and year End closing process
  • Participate in internal, external and other audits as commissioned by WAU and be part of implementing recommendations from the audit action plan.
  • Lead in improving the financial accounting processes and systems to contribute to maintaining and enhancing their efficiency and effectiveness.
  • Provide support to other teams in the country program, passing on or escalating issues appropriately to facilitate compliance to organizational policies.
  • Develop and maintain effective working relationships across the finance team and other stakeholders to ensure an integrated approach, mutual learning and effective use of resources.
  • Monitor the running cash and bank balances to ensure efficient management of the cash resources and organization liquidity.
  • Occasionally visit partners and work in the field

Management Accounts Management

  • Prepare, interpret non-routine information and give clear recommendations to management. Prepare briefing papers and present analysis.
  • Actively manage debt collection, inventory and cash balances. Forecast and monitor cash flow. This will also involve assisting in cash flow management preparation of monthly cash flows and transfer request from the UK based on submitted budgets and funds requests.
  • Understand and interpret marginal and full cost concepts and techniques. Develop and implement appropriate cost allocation procedures to provide for full cost recovery.
  • Produce monthly, biannual and annual financial reports to monitor actual expenditure against budget. Use vision reports to review project spend against approved budget. Highlight variances to Finance Manager and relevant budget holders.
  • Reconcile Intra Organisation Accounts with UK Finance offshore report,highlight and resolve differences. Review, analyze and dispatch monthly recharges journal to and from respective CPs and UK.
  • Follow up and monitor staff loans to ensure that the advances are liquidated in line with organisational policies and procedures.
  • Support in Maintain an up-to-date Country Programme Funding matrix that shows a clear funding position at any point in collaboration with the Head of Fundraising and Grants Management.
  • Maintain gratuity fund records and update staff and fund managers of the position of affairs of the pension fund on a regular basis.
  • Coordinate planning cycle, devise templates for budget holder use and upload budgets to accounting system. Produce bespoke reporting and analyses financial plans in support of management decision making.
  • Work with budget holders during planning processes and assist them with using templates and the chart of accounts
  • Participate in the review and consolidation of country programme plans and budget. Support units in the development of Budgets
  • Provide system generated information such as costing of activities and expenditure to inform the MPB during the planning and rolling forecasting processes.
  • Assist with uploading accurate and complete Country Programme Plans and budgets before
  • Check that plans are in agreement with Organizational strategic objectives
  • Review and analyse expenditure patterns to provide budgetary analysis on programme Budgets and advise the teams.
  • Contribute to the identification of the organisation’s funding position, future funding requirements, reserves policy and costs and sources of funds.
  • Design and write reports from Sun and other related software to address the information requirements of stakeholders.
  • Trace transactions trails and make correcting adjustments where required
  • Support in partner monitoring

Other CP functions

  • Work closely with Finance Manager and other teams to develop meaningful finance indicators against which to assess impact, cost effectiveness and value for money in the main areas of our work, drawing on internal and external best practice and contributing to the further improvement of Water Aid’s expertise in the area.
  • Support and training of the non-finance team in line with the Finance policies.
  • Assist in the implementation of the new WAU full cost allocation policy.
  • Undertake any other responsibilities, tasks or activities as reasonably required





Qualifications, Skills and Experience:

  • The applicant for the WaterAid Finance Officer job must hold a Level 2 accounting qualification/certification e.g. ACCA, CIMA, CPA or a Master’s degree in a Finance or Accounting qualification
  • At least five years’ experience in Finance management
  • Quality and relevant experience in finance and accountancy
  • Experience in preparing and monitoring budgets
  • Ability to provide financial analysis and interpretation to Country Management Team for decision-making.
  • Knowledge of government policies and regulations on financial management and taxation
  • Knowledge of international donor reporting requirements
  • Risk analysis and risk management experience
  • Self-motivated with good interpersonal skills and capacity to understand and walk with people from all walks of life.
  • Personal integrity, flexible attitude, sense of transparency, proactive and has respect for gender, diversity and organizational culture.

 

Desirable

  • Knowledge of water, sanitation or hygiene projects.
  • Strong knowledge of fund accounting regulations for non-profit organisations.
  • Experience of working in an international NGO
  • Experience in using SUN systems and vision excel
  • Basic understanding of Project Management
