The Lotteries and
Gaming Regulatory Board (LGRB) is a body corporate established under the
Lotteries and Gaming Act No. 7 of 2016 to supervise and regulate the
establishment, management, and operation of lotteries, gaming, betting, and
casinos in Uganda.

 

Job Summary:  The Supervisor Enforcement will supervise
investigation and enforcements against illegal and non-compliant activities in
the gaming sector.

 

Key Duties and Responsibilities: 

Supervise the
conducting of investigations and enforcement to ensure that gaming laws and
sector standards are adhered to.

  • Prepare and implement the work-plan for the enforcement unit.
  • Develop initiatives and practices on conducting enforcement
    activities.
  • Lead the enforcement team in carrying out investigation into any
    malpractices in the sector and generate reports in line with existing
    legal framework.
  • Lead the enforcement team in carrying out routine and adhoc
    enforcement against illegal and non-compliant operators.
  • Identify and report gaming issues that require follow up,
    investigation and or enforcement action.
  • Maintain an up-to date database of informers and LGRB’s relationship
    with them.
  • Consolidate and report post-enforcement issues that require follow
    up.
  • Liaise with police to confiscate illegal gaming equipment in line
    with existing legal framework, LGRB policies and procedures.
  • Manage an inventory of all confiscated gaming equipment and ensure
    safe custody before destruction.
  • Initiate and coordinate the process for destruction of illegal
    equipment in accordance with the law.

Report on extent of
compliance with the law, standards and regulatory guidelines.

  • Prepare periodic enforcement reports indicating status of operator
    compliance as a result of enforcement actions.
  • Follow up to ensure enforcement recommendations are implemented.

Assess licensee
operations to determine compliance risk.

  • Establish frameworks for assessment of compliance risks.
  • Guide Enforcement Officers on the identification and management of
    compliance risks.
  • Report matters that require review of the regulatory
    framework/standards.
  • Supervise research on matters impacting the Board’s mandate and
    report accordingly.

Create and
continually enhance an enabling environment for Enforcement Officers to
maximise their performance, innovation and potential.

  • Perform on-the job training through mentoring, coaching and guiding
    of staff.
  • Carry out staff performance appraisal.
  • Identify capacity gaps and recommend training and development
    programmes.

Other Duties

  • Perform any other duty as may be required by the supervisor.

 


Qualifications, Skills and Experience:

  • The applicant must hold an Honours degree in Law, Commerce, Business
    Administration, Finance, Accounting, Information Technology, Statistics,
    B.A Social Sciences, Economics or any other related field from a
    recognised University.
  • Post graduate qualification in relevant field is desired
  • At least three years of relevant experience in a reputable
    organisation.
  • Past investigative experience is desired
  • Integrity, confidentiality and high ethical conduct.
  • Conceptual, analytical and problem solving skills.
  • Attention to detail.
  • Report writing skills.
  • Communication, networking and interpersonal skills
  • Computing applications for data analysis and reporting.
  • Innovativeness.
