Society (URCS) is the leading humanitarian organization in Uganda. Since its
inception in 1939 as a small women’s emergency organization, URCS has developed
over the years into a formidable well-respected humanitarian agency. In 1941,
it became a branch of the British Red Cross. The URCS was recognised by an
“Act of Parliament in 1964” and admitted as a member of International
Federation of Red Cross and Red Crescent in 1965.
Job Summary: The
role of the Coordinator – Organizational Development and Volunteer Management
will be to plan, lead the implementation and coordinate URCS’ branches
development strategies and management of volunteers and their structures in
line with the URCS strategy in collaboration with partners and stakeholders.
Key Duties and Responsibilities:
- Coordinate the implementation of the URCS Strategic Option 2:
Strengthen Branch Membership Management; - Develop and lead the implementation of systems and structures of
coordination and interaction between the Head Office and the Branches; - Plan for, Coordinate and lead the implementation of member
recruitment campaigns; - Lead the resource mobilization, and accounting for donor resources
in the Institutional Development and Volunteer Management Unit; - Identify, engage and develop institutional partnerships relevant to
the growth of URCS’ membership and the implementation of membership
development programs; - Lead the development and implementation of a robust volunteer
management framework for URCS in order to attract and retain value-adding
volunteers to the Society; - Develop rules and regulations to guide the governance and operations
of the branches in harmony with URCS constitution and other policies; - Identify capacity building requirements for governance and
volunteers at the branches and lead the implementation of capacity
building initiatives; - Lead the monitoring and evaluation of branch performance and
compliance with the URCS constitution as well as other policies and
provide technical leadership/ support and interpretation of such
documents. - Support branches to implement and strengthen their capacity for
program design, resource mobilization, reporting, monitoring and
evaluation. - Work in liaison with other URCS departments to streamline and
integrate program delivery across branches sustainably in line with the
URCS Strategy. - Strategically identify, evaluate and seek opportunities to
collaborate with programs, services and activities that engage URCS youth
in promoting membership recruitment, dissemination, international youth
programs and quality program implementation. - Serve as a technical resource for volunteer development programs and
ensure that volunteer development programs are aligned and sustainably
coordinated in the branches to deliver high-quality services to the
beneficiaries. - Provide technical assistance and change management support for
institutional strengthening to branches, including process re-engineering,
organizational effectiveness and membership capacity development.
Qualifications, Skills and Experience:
- The ideal applicant must hold Masters’ Degree in Public
Administration, Organizational Psychology, Human Resource Management or
Law, Development Economics and Social Sector Planning and Management or a
related field from a reputable institution; - Post-Graduate Qualification in Project Planning and Management,
Public Administration, Human Resource Management, - Development Economics and Social Sector Planning and Management or a
related field from a reputable institution; - Training in youth and volunteer management programs.
- At least 5 years’ Senior Management level experience in a similar or
related field or institutional/ organizational development, preferably
with NGO or UN agency and familiarity with donors. - Experience managing diversified and scattered national structures;
- Previous work experience with large institutional donors and funding
bodies at international or national humanitarian agency level preferably
with governance structures; - Experience in branding and marketing
- High level of integrity
- Experience in managing volunteers and membership based organizations
will be of added advantage - Good knowledge of Grassroots Program Design, Management and
Implementation. - Knowledge of budgeting and planning cycle for NGOs.
- Knowledge of policy initiation, reviews, and SoPs, Documentation.
- Demonstrated creativity and productivity in resource mobilization.
- Excellent written and verbal communication skills, including well
developed proposal and report writing skills. - Proficient analytical and research skills.
- Highly developed and effective negotiation and partnerships
management skills. - Knowledge of Institutional capacity assessment & development and
organizational Development. - Proven track record in management of volunteers and membership with
established governance structures.
