About GOAL’s Nutrition Programme:
GOAL Uganda is part
of a consortium led by Tufts University to conduct a research project (One
Nutrition in Complex Environments (ONCE)) funded by USAID which aims to pilot
and carefully measure the effects of a multi-level multi-sectoral nutrition
intervention in Agago District, Northern Uganda, and determine potential for
scale up in a complex environment.  The
research has three aims;  
  • Aim 1: Implement and test two approaches to nutrition: (1) GOAL’s
    Nutrition Impacts Positive Practice (NIPP) program and (2) NIPP in
    combination with a “value-added” integrated approach (NIPP+). The latter
    includes access to innovative low-cost tools and technologies relating to
    a) WASH, b) animal health and c) agriculture. 
  • Aim 2: Identify best-practices emerging from the implementation of
    the two approaches (NIPP alone and NIPP+) through process and program
    monitoring for effective integration, implementation, scale-up, and
    uptake.
  • Aim 3: Study the sustained impact of the NIPP approach and the
    ”value added” package (NIPP+) on knowledge and practices by gender within
    participating households, environmental risk factors, child health  and nutritional status through a
    rigorous impact evaluation and longitudinal monitoring system.
GOAL Uganda is the
implementation lead for the roll out of the NIPP component in Agago district as
well as the data collection for the programme’s underlying studies and
assessments.  GOAL has implemented NIPP
programming across it’s country programmes. The approach aims to improve the
capacity of staff and local communities to address the underlying causes of
malnutrition and to implement all nutrition activities in partnership with
communities, other GOAL departments, external agencies and government
ministries aiming to ensure sustainability and effectiveness. This is a new
area of intervention for GOAL in Uganda and as such provides an opportunity for
growth and expansion.
Job Summary:  The Nutrition Manager should have a strong
background in community nutrition / research programming.  Reporting to the Nutrition Coordinator, the
Nutrition Manager will manage the day-to-day implementation of the ONCE
programme; will be responsible for documentation of activities; support and
training of staff and local partners; and to ensure that programme
implementation is progressing in line with donor proposals and agreed
timelines.  A key component of this role
will be in developing strong relations with the Ministry of Health (MoH) and
other key stakeholders in Uganda, ensuring the programme is executed in line
with MoH and GOAL guidelines and recognised international humanitarian
standards. The Nutrition Manager is expected to provide technical support to
the nutrition staff and work with the Nutrition Coordinator to develop GOAL’s
Nutrition Programme.   The role further
provides leadership and oversight to the Agago Office based in Kalongo,
managing daily operations and acting as focal point for Kampala Head Office.
The role line manages the Finance & Logs officer.
Key Duties and Responsibilities: 
Nutrition programme
management
  • Responsibility of all assigned district level teams
  • Using an adaptive management approach, manage the implementation of
    GOAL Uganda’s Nutrition projects in Agago, as assigned, in line with
    approved project proposals, budgets and within agreed time frames
  • Manage project budgets and monitor financial transaction as per the
    Authorisation Matrix and delegation protocols
  • Ensure the timely collection, presentation, analysis and
    distribution of monthly nutrition activities and statistics. Provide
    constructive feedback to staff from the data collection.
  • Utilise monitoring tools that allow assessment of the programme
    quality and achievement of targets.
  • Participate in nutrition surveys and studies in all project
    locations and assist in formulating the results into reports.
  • Submit weekly activity plans and monthly reports to the Nutrition
    Coordinator.
  • To keep the Nutrition Coordinator apprised of all nutrition
    activities and any difficulties that may arise
  • Where applicable manage partners, including MOH, external
    consultants, NGOs etc, ensuring successful completion of contracts/MOUs
    and providing support where necessary
  • Ensure all relevant information from the projects are accurately
    filed and lessons learned are documented and shared.
  • Co-ordinate nutrition activities with relevant bodies: MOH and NGOs
    etc and cultivate relationships by attending regular meetings and
    communicating issues arising.
  • To maintain confidentiality and enhance GOAL’s reputation by acting
    in a professional and responsible manner.
  • Ensure compliance to all GOAL, Donor and Government of Uganda
    policies, procedures and guidelines that relate to the implementation of
    the programme
  • Any other activities as directed by the Nutrition Coordinator,
    ACD-Programs, or CD.
Human Resource
Management
  • Line management of assigned Nutrition team staff and the Finance
    & Logs Officer, ensuring that all team members have clear and
    measurable (SMART) performance management objectives and that they are
    measured regularly and in line with policy and procedure
  • Monitor and advise on district level staffing and resource needs and
    support recruitment
  • Lead by example both upward and downward accountability and comply
    with all of GOAL’s accountability policies
  • Identify capacity gaps and constraints and work with SMT and others
    to address those gaps, ensuring all staff have a clear understanding of
    GOAL policies and procedures
External
representation and coordination
  • Establish and maintain productive working relationships with Local
    Government officials and line departments, soliciting their participation
    in all activities where appropriate.
  • Responsible for all engagement with other district stakeholders
    including other agencies, NGOs and community-level actors
  • Participate in national coordination meetings and events as
    requested
  • Support all efforts towards accountability to project participants;
    this includes actively engaging participating communities as equal
    partners in the design, monitoring and evaluation of programmes and
    promoting community response mechanisms such as Speak Up
Monitoring,
evaluation, accountability and learning
  • Work with the GOAL Uganda MEAL department to ensure that appropriate
    systems are in place to monitor and measure all GOAL Uganda Nutrition
    programming
  • Regularly review monitoring data and manage projects using an
    adaptive management approach
  • Support the development of learning and communication documents for
    internal and external audiences
  • Ensure close coordination and sharing of information with other
    district level stakeholders such other NGOs, and local authorities
Agago office
management and operations
  • Responsible for holding key to safe and issuing cash to the Agago
    Finance & Logs Officer.
  • Responsible for day to day line management of the Agago Finance
    & Logs officer and ensuring s/he is supported in conducting finance
    operations in adherence with GOAL Finance Manual and donor requirements
  • Coordinate with program and finance and administration staff to
    ensure operational systems are in place to support field activities
    including logistics (transport, warehousing and asset management),
    procurement, security, administration and human resources
  • Authority to approve certain expenditure lines to a preapproved
    limit and responsible for overall timely Agago Office core budget
    management including monitoring the budget to ensure that spending is in
    line with adaptive plans, reporting monthly to Kampala Financial
    Controller on any projected under/over spends
  • Responsible for overall timely management of Agago Office
    procurement and logistics in accordance with GOAL procedures and policies
  • Ensure that all Agago Office team members, including volunteers,
    represent GOAL in accordance with the GOAL code of conduct, facilitate a
    conducive working environment and report any issues affecting staff to
    Kampala SMT
  • Support regular audits of Agago Office systems and processes and
    follow up of any issues identified
  • Oversee safety procedures and protocols for Agago office; supporting
    Logs Coordinator in maintaining up to date SSEPs and SOPs for Agago office
    and ensuring staff are aware of safety protocols
  • Provide regular requests, reports and monitoring documentation to
    Kampala SMT, including but not limited to security, logistics, finance and
    HR
  • Perform any other duties as requested by ACDS

Qualifications, Skills and Experience: 
  • The ideal candidate for the GOAL International Nutrition Programme
    Manager job placement must hold a University degree at Master level in
    Nutrition / Public Health, or related discipline. Experience may
    substitute for qualifications, but not the other way round.
  • At least two years of project management experience with a strong
    focus on community nutrition / research programming
  • Demonstrated analytical and conceptual skills to plan projects,
    timetable agreed activities and oversee staff activities.
  • Demonstrated monitoring and evaluation skills with experience
    conducting nutrition assessments
  • Proven capacity to supervise, train and coach staff
  • Ability to write clear assessments and project reports
  • The capacity and willingness to be extremely flexible and
    accommodating in difficult and sometimes insecure working circumstances.
  • Excellent writing, communication, organization, prioritization and
    negotiating skills
  • Excellent (English) verbal and written communication skills with
    proven financial management skills
  • Strong computer literacy with a full knowledge of office
    applications
Other Desirable
Criteria
  • Experience conducting  a
    research project in nutrition
  • Knowledge of statistical packages of analysis (EPI INFO, SPSS,
    SMART)
